【摘要】：隨著我國城市化和工業(yè)化的快速發(fā)展,農(nóng)村青壯年勞動(dòng)力外出打工,農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移造成了大量農(nóng)村土地的閑置,產(chǎn)生了對(duì)農(nóng)村土地流轉(zhuǎn)的供給,在上海松江、浙江寧波、吉林延邊、湖北武漢、安徽郎溪等地區(qū)家庭農(nóng)場(chǎng)開始涌現(xiàn)。近幾年,國務(wù)院、農(nóng)業(yè)部、農(nóng)業(yè)廳連續(xù)出臺(tái)相關(guān)文件,鼓勵(lì)家庭農(nóng)場(chǎng)的發(fā)展。家庭農(nóng)場(chǎng)作為一種新型農(nóng)業(yè)經(jīng)營形式,是推進(jìn)農(nóng)業(yè)現(xiàn)代化的重要途徑。同西方國家相比,家庭農(nóng)場(chǎng)在我國仍處于初步培育發(fā)展階段,實(shí)現(xiàn)我國家庭農(nóng)場(chǎng)穩(wěn)定有序的發(fā)展仍需要較長時(shí)間過程�；�于此,本研究依據(jù)資源優(yōu)化配置理論、適度規(guī)模經(jīng)營理論、人力資本理論,通過以新樂市家庭農(nóng)場(chǎng)為例,對(duì)家庭農(nóng)場(chǎng)概念內(nèi)涵、發(fā)展現(xiàn)狀、存在問題及對(duì)策等方面進(jìn)行探討研究,深入分析在目前情況下制約其發(fā)展的關(guān)鍵因素,提出針對(duì)現(xiàn)階段家庭農(nóng)場(chǎng)條件下穩(wěn)定有序發(fā)展的建議,為形成一套較為完整的家庭農(nóng)場(chǎng)理論體系提供有價(jià)值的嘗試和探討。通過對(duì)新樂市的調(diào)查研究,發(fā)現(xiàn)家庭農(nóng)場(chǎng)發(fā)展過程中還存在農(nóng)民職業(yè)教育培訓(xùn)體制不健全、缺少土地流轉(zhuǎn)定價(jià)機(jī)制、土地流轉(zhuǎn)合同對(duì)農(nóng)民缺少約束力、農(nóng)場(chǎng)缺少銀行資金支持、政策性農(nóng)業(yè)保險(xiǎn)制度不完善、農(nóng)業(yè)補(bǔ)貼政策落實(shí)不到位、對(duì)于最新型的農(nóng)業(yè)機(jī)械沒有相應(yīng)的購置補(bǔ)貼等多方面的困難。本研宄對(duì)新樂市家庭農(nóng)場(chǎng)實(shí)際面臨的問題進(jìn)行深入調(diào)查和分析,在考慮現(xiàn)階段我國家庭農(nóng)場(chǎng)發(fā)展特點(diǎn)的前提下,借助中央政府出臺(tái)的一系列相關(guān)的扶持政策和鼓勵(lì)措施,為解決新樂市家庭農(nóng)場(chǎng)發(fā)展過程中遇到的經(jīng)營管理、土地流轉(zhuǎn)、金融扶持、信息平臺(tái)、保險(xiǎn)服務(wù)等問題提出切實(shí)有效的對(duì)策建議。本文的創(chuàng)新點(diǎn):基于對(duì)新樂市家庭農(nóng)場(chǎng)深入調(diào)查,在充分吸收和借鑒專家學(xué)者針對(duì)家庭農(nóng)場(chǎng)已有的研究成果的前提下,結(jié)合新樂市家庭農(nóng)場(chǎng)發(fā)展現(xiàn)狀,深入分析探討家庭農(nóng)場(chǎng)的發(fā)展問題,提出切實(shí)有效的建議。通過分析家庭農(nóng)場(chǎng)、專業(yè)大戶、農(nóng)民合作社的區(qū)別,詳細(xì)闡述現(xiàn)階段家庭農(nóng)場(chǎng)條件下穩(wěn)定有序發(fā)展的對(duì)策,為促進(jìn)家庭農(nóng)場(chǎng)發(fā)展提供有價(jià)值的參考和有意義的探討。
[Abstract]:With the rapid development of urbanization and industrialization in China, the rural young and middle-aged labor force went out to work, the transfer of rural surplus labor force caused a large number of idle rural land, resulting in the supply of rural land circulation in Songjiang, Shanghai. Family farms have started to emerge in Ningbo, Jilin, Yanbian, Wuhan, Wuhan and Langxi, Anhui. In recent years, the State Council, the Ministry of Agriculture, and the Department of Agriculture have successively issued relevant documents. Encouraging the development of family farms. As a new form of agricultural management, family farms are an important way to promote the modernization of agriculture. Compared with western countries, family farms are still in the initial stage of cultivation and development in China. It still takes a long time to realize the stable and orderly development of family farm in China. Based on this, this study is based on the theory of optimal allocation of resources, the theory of moderate scale management, the theory of human capital, and takes the family farm of Xinle City as an example. This paper probes into the concept connotation, development status, existing problems and countermeasures of family farm, analyzes the key factors restricting its development in the present situation, and puts forward some suggestions for the stable and orderly development of family farm in the present stage. In order to form a complete family farm theory system, it provides valuable attempt and discussion. Through the investigation and research of Xinle City, it is found that the farmer vocational education and training system is not perfect in the development of family farm. Lack of pricing mechanism for land circulation, lack of binding force on farmers by land transfer contracts, lack of bank capital support on farms, imperfect policy agricultural insurance system, inadequate implementation of agricultural subsidy policies, There is no corresponding purchase subsidy for the newest type of agricultural machinery. In this study, the problems faced by the family farm in Xinle City are investigated and analyzed in depth, and on the premise of considering the characteristics of family farm development in our country at the present stage, With the help of a series of relevant support policies and incentives issued by the central government, in order to solve the problems encountered in the development of family farms in Xinle City, such as management, land circulation, financial support and information platforms, The innovation of this paper is based on the deep investigation of the family farm in Xinle City, and on the premise of absorbing and drawing lessons from the research results of the experts and scholars on the family farm. Combined with the present situation of family farm development in Xinle City, this paper deeply analyzes the development of family farm, and puts forward practical and effective suggestions. Through the analysis of the difference among family farm, professional large household and farmer cooperative, The countermeasures of stable and orderly development under the present condition of family farm are expounded in detail, which provides valuable reference and meaningful discussion for promoting the development of family farm.
