【摘要】：農(nóng)業(yè)產(chǎn)業(yè)化是農(nóng)業(yè)現(xiàn)代化的重要表現(xiàn)形式和發(fā)展趨勢(shì),已經(jīng)成為全球農(nóng)業(yè)發(fā)展的共同潮流,是我國(guó)城鎮(zhèn)化建設(shè)必不可少的重要力量,更是解決“三農(nóng)”問(wèn)題的有效手段。在“十二五”規(guī)劃區(qū)的良好發(fā)展的基礎(chǔ)上,明溪縣政府明確提出要加快農(nóng)業(yè)發(fā)展,促進(jìn)農(nóng)業(yè)生產(chǎn)的標(biāo)準(zhǔn)化和規(guī)�；�發(fā)展,大力發(fā)展縣域特色農(nóng)業(yè)�；瓷阶鳛槊飨�縣的優(yōu)勢(shì)特色農(nóng)產(chǎn)品之一,隨著淮山產(chǎn)業(yè)在明溪縣的發(fā)展壯大,已成為當(dāng)?shù)剞r(nóng)民增收致富的主導(dǎo)產(chǎn)業(yè),因此,開(kāi)展關(guān)于明溪淮山產(chǎn)業(yè)化發(fā)展的研究對(duì)指導(dǎo)明溪縣淮山產(chǎn)業(yè)化發(fā)展具有十分重要的現(xiàn)實(shí)意義。文章以農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展理論為基礎(chǔ),分析了明溪淮山產(chǎn)業(yè)化發(fā)展的現(xiàn)狀,發(fā)現(xiàn)明溪淮山產(chǎn)業(yè)化發(fā)展初步形成了龍頭企業(yè)+專業(yè)基地的組織模式,但明溪淮山產(chǎn)業(yè)化發(fā)展中還存在一系列的問(wèn)題。從整體看,明溪淮山產(chǎn)業(yè)化發(fā)展面臨著組織模式單一且水平不高,農(nóng)業(yè)市場(chǎng)化程度低,市場(chǎng)機(jī)制不健全,龍頭企業(yè)帶動(dòng)作用不突出等問(wèn)題。具體來(lái)講,淮山產(chǎn)業(yè)種植自身存在科技水平低、受季節(jié)影響較大、信息閉塞等問(wèn)題,另一方面還受到農(nóng)戶的組織化程度低、人才缺乏、社會(huì)服務(wù)體系不足等因素的制約,最后文章更進(jìn)一步地分析了金融支持、土地流轉(zhuǎn)和農(nóng)產(chǎn)品流通因素對(duì)明溪淮山產(chǎn)業(yè)化發(fā)展的制約。如何構(gòu)建適合明溪當(dāng)?shù)氐漠a(chǎn)業(yè)組織模式是明溪淮山產(chǎn)業(yè)化可持續(xù)發(fā)展面臨的首要問(wèn)題。本文結(jié)合明溪淮山產(chǎn)業(yè)所處的社會(huì)經(jīng)濟(jì)發(fā)展?fàn)顩r和優(yōu)勢(shì)及淮山產(chǎn)業(yè)發(fā)展過(guò)程中存在的問(wèn)題,探索明溪淮山產(chǎn)業(yè)化發(fā)展的組織模式選擇。從深化土地制度改革、完善農(nóng)村金融支農(nóng)體系、改善農(nóng)產(chǎn)品流通體制、提高農(nóng)業(yè)信息化建設(shè)和加大農(nóng)業(yè)科技投入力度等方面提出了推動(dòng)明溪淮山產(chǎn)業(yè)化發(fā)展的對(duì)策建議。
[Abstract]:Agricultural industrialization is an important manifestation and development trend of agricultural modernization. It has become the common trend of global agricultural development and an indispensable and important force in the construction of urbanization in China. On the basis of the good development of the 12th Five-Year Plan area, the government of Mingxi County has clearly proposed to speed up agricultural development and promote the standardization and large-scale development of agricultural production. Huai Mountain, as one of the dominant agricultural products in Minxi County, has become a leading industry for local farmers to increase income and become rich with the development of Huaishan industry in Mingxi County. It is of great practical significance to carry out the research on the development of Huaishan industrialization in Mingxi County. Based on the theory of agricultural industrialization, this paper analyzes the present situation of the industrialization of Huaishan Mountain in Mingxi County. It is found that the development of Huaishan industrialization in Mingxi has initially formed the organization mode of leading enterprise specialized base, but there are still a series of problems in the industrialization development of Mingxi Huai Mountain. The industrialization development of Huaihe Mountain in Mingxi is faced with the problems of single and low level of organization, low degree of marketization of agriculture, imperfect market mechanism and unprominent leading role of leading enterprises. To be specific, the level of science and technology of Huaishan industry planting itself is low. Influenced by the season, the information is blocked, on the other hand, it is restricted by the low degree of organization of farmers, the lack of talents, the insufficiency of social service system and so on. Finally, the article further analyzes the financial support. The factors of land circulation and agricultural product circulation restrict the industrialization development of Mingxi Huai Mountain. How to construct the suitable industrial organization mode of Mingxi is the most important problem for the sustainable development of Mingxi Huai Mountain industrialization. The social and economic development conditions and advantages of Huai Mountain industry and the problems existing in the process of development of Huai Mountain industry, To explore the choice of organizational model for the industrialization development of Huaishan Mountain in Mingxi, to deepen the reform of land system, to improve the system of supporting agriculture in rural finance, and to improve the circulation system of agricultural products, The countermeasures and suggestions for promoting the industrialization of Mingxi Huai Mountain are put forward in the aspects of improving the construction of agricultural informatization and increasing the input of agricultural science and technology.
