【摘要】：人口老齡化是國(guó)家工業(yè)化發(fā)展的必然趨勢(shì),對(duì)社會(huì)經(jīng)濟(jì)以及科技的發(fā)展來(lái)說(shuō)極為重要。我國(guó)1999年開(kāi)始就步入了人口老齡化社會(huì),且人口老齡化水平逐年增高。隨著我國(guó)人口老齡化程度的不斷加深,地區(qū)不平衡性也日益凸顯,尤其是少數(shù)民族地區(qū),少數(shù)民族人口老齡化更是呈現(xiàn)出地區(qū)化差異的特點(diǎn)。延邊朝鮮族自治州是我國(guó)唯一一個(gè)朝鮮族自治州,延邊州的農(nóng)村覆蓋著很多邊境地區(qū),特別是朝鮮族聚集為主的農(nóng)村較多,朝鮮族農(nóng)村人口老齡化問(wèn)題的研究是解決各種社會(huì)問(wèn)題,推動(dòng)延邊州的社會(huì)與經(jīng)濟(jì)的發(fā)展,對(duì)于社會(huì)走上全面小康道路有著極為現(xiàn)實(shí)的意義。朝鮮族人口發(fā)展過(guò)程經(jīng)歷了建國(guó)初期、改革開(kāi)放前后、以及計(jì)劃生育期的二十世紀(jì)八九十年代等不同階段。本文選取朝鮮族聚集較多的幾個(gè)鄉(xiāng)鎮(zhèn),結(jié)合延邊統(tǒng)計(jì)年鑒2016年的統(tǒng)計(jì)數(shù)據(jù),回顧延邊州人口發(fā)展進(jìn)程。人口出生率、死亡率及平均壽命的延長(zhǎng)、跨界人口流動(dòng)是延邊地區(qū)朝鮮族農(nóng)村人口老齡化的主要原因;農(nóng)村人口老齡化將對(duì)農(nóng)村經(jīng)濟(jì)發(fā)展、社會(huì)保障、邊境穩(wěn)定、傳統(tǒng)文化發(fā)展等產(chǎn)生深遠(yuǎn)影響。必須高度重視應(yīng)對(duì)朝鮮族農(nóng)村人口老齡化,完善返鄉(xiāng)創(chuàng)業(yè)等相關(guān)政策、鼓勵(lì)外出人口回流;完善生育制度、鼓勵(lì)朝鮮族生育多胎;加大對(duì)農(nóng)業(yè)、農(nóng)村的投入,積極推進(jìn)農(nóng)業(yè)現(xiàn)代化;完善農(nóng)村社會(huì)保障體系和農(nóng)村社會(huì)服務(wù)體系,促進(jìn)城鄉(xiāng)社會(huì)保障和服務(wù)一體化;建立健全老年醫(yī)療健康保險(xiǎn)制度,減緩農(nóng)村人口老齡化進(jìn)程。
[Abstract]:Population aging is an inevitable trend of industrialization development, which plays an important role in the development of social economy and science and technology. Since 1999 China entered the aging society, and the aging of the population level increased year by year. With the aging population in China is deepening, imbalance between regions has become increasingly prominent, especially in minority areas, minority population aging is characterized by regional differences. The Yanbian Korean Autonomous Prefecture is the only one Korean Autonomous Prefecture, Yanbian Prefecture rural covered many border areas, especially Korean gathered mainly rural more ageing study Korean rural population is to solve various social problems, promoting social and economic development in Yanbian, to embark on a comprehensive well-off society road has a very practical significance. The development process of Korean population experience The early days, before and after the reform and opening-up, and different stages of family planning period in twentieth Century 80s and 90s. This paper selects several towns in Korean gathered more, based on the statistical data of Yanbian statistical yearbook 2016, review of Yanbian population development. The birth rate, mortality and prolong life expectancy, cross-border population flow is the main reason for aging in rural areas the Korean population in Yanbian area; rural population aging in rural economic development, social security, border stability, influence the development of traditional culture. Must attach great importance to the Korean rural population aging, improve home business and other related policies to encourage population flow; improve the reproductive system, encourage the Korean family multiple births; increase investment in agriculture, rural areas, and actively promote the agricultural modernization; to improve the rural social security system and rural social services To promote the integration of social security and service in urban and rural areas, to establish and improve the health insurance system for the elderly, and to slow down the aging process of rural population.
