我國高技術產業(yè)集聚與地區(qū)專業(yè)化的空間溢出效應研究

【摘要】:在全球日漸進入知識經濟時代,技術進步因其規(guī)模報酬遞增的特性而成為各主要發(fā)達國家乃至世界經濟進步的主要推動力和各國綜合國力競爭的重要陣地。我國高技術產業(yè)雖然一直快速發(fā)展,但然仍面臨著來自國內外的壓力。當前,我國經濟正處于轉變經濟增長方式、調整產業(yè)結構的關鍵時期,大力發(fā)展高技術產業(yè),提升高新技術產業(yè)企業(yè)創(chuàng)新能力,是我國建設創(chuàng)新型國家的一大重要任務。高技術產業(yè)與傳統(tǒng)產業(yè)比較,由于受自然約束較小、對知識和技術要求高,在知識和技術溢出為核心的動態(tài)外部性的作用下,產業(yè)集聚成為高技術產業(yè)空間布局的主流。地區(qū)專業(yè)化現象則在區(qū)域高技術產業(yè)發(fā)展初期更加促進產業(yè)集群對勞動生產率的提高。由于我國地區(qū)間高技術產業(yè)發(fā)展程度差異較大,高技術產業(yè)集聚和地區(qū)專業(yè)化在不同地區(qū)的程度也各有特點,同時,區(qū)域高技術產業(yè)產出還具有較大的空間依賴性。在空間框架下研究我國高技術產業(yè)要素投入、產業(yè)集聚程度和地區(qū)專業(yè)化水平對高技術各地高技術產業(yè)產出的影響,將有助于更進一步了解我國高技術產業(yè)布局和區(qū)域發(fā)展情況。本文以空間產業(yè)經濟學和區(qū)域經濟學相關理論法為基礎,測度了我國各省市區(qū)高技術產業(yè)集聚程度和地區(qū)專業(yè)化水平,發(fā)現研究期內我國高技術產業(yè)空間格局發(fā)生了深刻變化:高技術產業(yè)從發(fā)達省份向次發(fā)達和欠發(fā)達省份擴散現象在中、東部地區(qū)十分明顯,西部地區(qū)高技術產業(yè)集聚程度總體呈下降趨勢,與中、東部地區(qū)的差距在擴大;部分區(qū)域高技術產業(yè)區(qū)域分工明確,形成以中心省份高技術產業(yè)結構豐富、次中心省份次之、周邊省份專業(yè)化程度較高的態(tài)勢;西部地區(qū)高技術產業(yè)發(fā)展落后省份因產業(yè)結構單一而地區(qū)專業(yè)化水平極高。之后在通過一系列檢驗后,將產業(yè)集聚程度和地區(qū)專業(yè)化水平兩個指標融入C-D型函數中考察其與勞動力要素投入以及資本要素投入在考慮空間相鄰權重因素的空間杜賓模型(SDM)下對各省份高技術產業(yè)總產出的影響發(fā)現,勞動力投入對本地區(qū)產生正向直接效應,對相鄰地區(qū)產生負向溢出效應,但其影響不及正向效應;固定資產投入僅對本地區(qū)有積極的直接效應;產業(yè)集聚對本地和相鄰地區(qū)均產生非常明顯的促進作用;而地區(qū)專業(yè)化則對本地和相鄰地區(qū)高技術產業(yè)發(fā)展起微弱的抑制作用。針對研究得出的結論和各地實際情況,提出了促進高技術產業(yè)發(fā)展的建議。
[Abstract]:In the era of knowledge economy, technological progress has become the main driving force of the economic progress in the major developed countries and even the world because of its increasing returns on scale and an important position in the competition of the comprehensive national strength of various countries. Although China's high-tech industry has been developing rapidly, it still faces pressure from home and abroad. At present, the economy of our country is in the crucial period of changing the mode of economic growth and adjusting the industrial structure. It is an important task for our country to develop the high-tech industry and promote the innovation ability of the high-tech industry enterprises. Compared with traditional industries, industrial agglomeration has become the mainstream of the spatial layout of high-tech industries, because of the small constraints of nature and the high demand for knowledge and technology. Under the dynamic externality of knowledge and technology spillover as the core, industrial agglomeration has become the mainstream of the spatial layout of high-tech industries. The phenomenon of regional specialization promotes the labor productivity of industrial clusters in the early stage of the development of regional high-tech industries. Because of the great difference in the development degree of high-tech industry in different regions of China, the degree of hi-tech industry agglomeration and regional specialization have their own characteristics in different regions. At the same time, the regional high-tech industry output also has a large spatial dependence. Under the spatial framework, the paper studies the influence of the factors input, the degree of industrial agglomeration and the regional specialization level on the high-tech industry output in China. Will be helpful to further understand the layout of our high-tech industry and regional development. Based on the relevant theories and methods of space industry economics and regional economics, this paper measures the degree of high-tech industry agglomeration and the regional specialization level in the provinces and cities of our country. It is found that the spatial pattern of high-tech industries in China has undergone profound changes during the research period: the diffusion of high-tech industries from the developed provinces to the underdeveloped and underdeveloped provinces is in the middle, and the eastern region is very obvious. The level of high-tech industry agglomeration in the western region is on the whole decreasing, and the gap between the central and eastern regions is widening, and the regional division of labor in some regions is clear, resulting in the rich structure of high-tech industries in the central provinces, followed by the sub-central provinces. The level of specialization in the western region is very high because of the single industrial structure. After passing a series of tests, The industrial agglomeration degree and the regional specialization level are integrated into the C-D function to investigate the relationship between the industrial agglomeration degree and the labor factor input and the capital factor input in the spatial Doberbin model with the consideration of spatial adjacent weight factors (SDM). The impact of the total output of the technology industry, The positive direct effect of labor force input to the region and the negative spillover effect to the adjacent region are not as good as the positive effect, and the fixed asset investment has only positive direct effect on the region. Industrial agglomeration plays a very significant role in promoting the development of local and adjacent regions, while regional specialization has a weak inhibitory effect on the development of local and adjacent high-tech industries. In the light of the conclusions of the study and the actual situation in various places, some suggestions for promoting the development of high-tech industry are put forward.
