【摘要】：傳統(tǒng)一元經(jīng)濟(jì)模式下單一的種植農(nóng)業(yè)已不能適應(yīng)集約化生產(chǎn)的現(xiàn)代農(nóng)業(yè)需求,而以農(nóng)村舍飼肉牛為代表的草地農(nóng)業(yè)在農(nóng)村的發(fā)展大多是以直接產(chǎn)業(yè)投入和效益為研究內(nèi)容,很少考慮中國農(nóng)村行政誘導(dǎo)和干預(yù)對產(chǎn)業(yè)結(jié)構(gòu)變化的影響,本論文即立意于此。一方面研究牛肉產(chǎn)業(yè)的發(fā)展得益于政府指導(dǎo)下的直接資金、人力等資源投入;另一方面,當(dāng)肉牛產(chǎn)業(yè)發(fā)展到一定階段,效費比接近穩(wěn)定閾值后,就需要以行政管理、資金投入等政府手段來管理,發(fā)現(xiàn)新的增長級以實現(xiàn)產(chǎn)業(yè)的可持續(xù)發(fā)展。論文以研究區(qū)為例,定量研究了一個鄉(xiāng)村行政資金投入對肉牛產(chǎn)業(yè)發(fā)展的案例,并從時間尺度上進(jìn)行了統(tǒng)計比較分析,分析了行政資金投入在肉牛產(chǎn)業(yè)發(fā)展過程中發(fā)揮的作用和存有的一些現(xiàn)實問題,揭示了行政資金投入為代表的行政干預(yù)對肉牛產(chǎn)業(yè)發(fā)展的內(nèi)在動力,并且提出了相對應(yīng)的意見與建議,為相關(guān)研究提供有益的參考。論文通過研究得出以下主要結(jié)論:1、自2006年至2015年10年間研究區(qū)鄉(xiāng)村行政管理資金投入有效地促進(jìn)了肉牛產(chǎn)業(yè)的發(fā)展,增加了當(dāng)?shù)剞r(nóng)民收入。2、單一的產(chǎn)業(yè)資金的直接投入在肉牛產(chǎn)業(yè)發(fā)展過程中,當(dāng)發(fā)展到一定階段,不能再提供持續(xù)的增長動力,需要在行政引導(dǎo)下尋找新的增長點。3、通過研究提出了改進(jìn)總體行政管理方式和服務(wù)型機(jī)構(gòu)定位等措施,提出促進(jìn)研究區(qū)肉牛產(chǎn)業(yè)可持續(xù)發(fā)展的對策。總體上,政府行政管理資金的投入加大了個人產(chǎn)業(yè)投入,轉(zhuǎn)變了肉牛產(chǎn)業(yè)模式,帶動肉牛產(chǎn)業(yè)發(fā)展,同時增加了地區(qū)草地農(nóng)業(yè)產(chǎn)值。研究結(jié)果為相關(guān)的農(nóng)村新農(nóng)業(yè)經(jīng)濟(jì)模式和農(nóng)業(yè)資源管理研究提供了有益的參考。
[Abstract]:Under the traditional monolithic economic model, the single planting agriculture can no longer meet the needs of modern agriculture of intensive production. However, the development of grassland agriculture in rural areas, represented by rural-dwelling beef cattle, is mostly focused on the direct industrial input and benefit. Little consideration is given to the influence of administrative inducement and intervention on the change of industrial structure in China's rural areas. On the one hand, the development of the beef industry benefits from direct capital and human resources investment under the guidance of the government; on the other hand, when the beef industry develops to a certain stage and the efficiency / cost ratio approaches the stable threshold, it needs to be managed by administration. Fund investment and other government means to manage and discover new growth levels to achieve sustainable development of the industry. Taking the research area as an example, this paper quantitatively studies a case of the development of beef cattle industry by rural administrative capital investment, and makes a statistical comparative analysis on the time scale. This paper analyzes on the role of administrative capital investment in the development of beef cattle industry and some practical problems, and reveals the internal motive force of administrative intervention represented by administrative capital investment on beef cattle industry development. And put forward the corresponding opinions and suggestions for the relevant research to provide a useful reference. In this paper, the following main conclusions are drawn: from 2006 to 2015, the investment of rural administration funds in the research area has effectively promoted the development of beef cattle industry. Increased the income of local farmers. The direct investment of single industrial funds in the beef cattle industry development process, when the development to a certain stage, can no longer provide a sustained growth momentum, It is necessary to find a new growth point under the guidance of administration. Through the research, the author puts forward some measures to improve the overall administrative management mode and the orientation of service organization, and puts forward some countermeasures to promote the sustainable development of beef cattle industry in the research area. In general, the investment of the government administration funds has increased the individual industry investment, changed the beef cattle industry pattern, promoted the beef cattle industry development, and increased the regional grassland agricultural output value at the same time. The results provide a useful reference for the study of rural new agricultural economic model and agricultural resource management.
