【摘要】：中國(guó)戰(zhàn)略性新興產(chǎn)業(yè)逐漸體現(xiàn)出支撐經(jīng)濟(jì)增長(zhǎng)的戰(zhàn)略?xún)?yōu)勢(shì),但其"二重二輕"問(wèn)題也日益凸顯。正確把握戰(zhàn)略性新興產(chǎn)業(yè)驅(qū)動(dòng)規(guī)律,對(duì)政府制定和實(shí)施精準(zhǔn)的產(chǎn)業(yè)政策具有重要理論和現(xiàn)實(shí)意義。分析戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展過(guò)程中科技創(chuàng)新與市場(chǎng)需求協(xié)同作用機(jī)制,測(cè)評(píng)其各細(xì)分產(chǎn)業(yè)所處發(fā)展階段,構(gòu)建創(chuàng)新與需求協(xié)同驅(qū)動(dòng)哈肯模型,揭示其各細(xì)分產(chǎn)業(yè)間及各發(fā)展階段創(chuàng)新與需求協(xié)同驅(qū)動(dòng)的異質(zhì)性。結(jié)果表明,中國(guó)戰(zhàn)略性新興產(chǎn)業(yè)各部門(mén)、各發(fā)展階段中創(chuàng)新與需求均存在協(xié)同作用;協(xié)同作用的序參量因產(chǎn)業(yè)不同而異,與階段無(wú)關(guān);在協(xié)同強(qiáng)度、強(qiáng)化方向、協(xié)同機(jī)制方面,存在明顯的產(chǎn)業(yè)差異性,而無(wú)明顯階段差異性規(guī)律。據(jù)此提出戰(zhàn)略性新興產(chǎn)業(yè)培育和發(fā)展的差異化政策建議。
[Abstract]:China's strategic emerging industries gradually reflect the strategic advantages of supporting economic growth, but its "double light" problem is also increasingly prominent. It is of great theoretical and practical significance for the government to make and implement precise industrial policies by correctly grasping the driving law of strategic emerging industries. This paper analyzes the synergetic mechanism between scientific and technological innovation and market demand in the development of strategic emerging industries, evaluates the development stages of each subdivision industry, and constructs a Harken model driven by innovation and demand synergy. It reveals the heterogeneity of innovation and demand driven by innovation and demand among different subdivisions and stages of development. The results show that there is synergy between innovation and demand in all sectors of China's strategic emerging industries; the order parameters of synergy vary from industry to industry and are not related to the stage; in terms of synergy intensity, direction of strengthening and coordination mechanism, the order parameters of synergy vary from industry to industry. There is obvious industry difference, but no obvious stage difference law. On the basis of this, the paper puts forward the policy suggestions for the cultivation and development of strategic emerging industries.
