中國煤炭產(chǎn)業(yè)組織優(yōu)化研究

【摘要】:煤炭產(chǎn)業(yè)是我國重要的基礎(chǔ)產(chǎn)業(yè),為我國國民經(jīng)濟(jì)的快速發(fā)展提供主要能源。經(jīng)過60多年的建設(shè)和發(fā)展,我國已成為世界上主要的產(chǎn)煤國家,同時(shí),煤炭在開采、生產(chǎn)、管理等各方面都有了極大地改善。但是,我國煤炭產(chǎn)業(yè)還存在許多問題,主要表現(xiàn)為煤炭產(chǎn)業(yè)的市場集中度不高、進(jìn)入壁壘高、退出壁壘高、規(guī)模經(jīng)濟(jì)水平不高、產(chǎn)業(yè)的整體利潤水平低、技術(shù)創(chuàng)新能力不高、資源浪費(fèi)、環(huán)境污染等。產(chǎn)業(yè)組織理論和有效競爭理論的研究表明,有效競爭是一種既能保持競爭活力又能實(shí)現(xiàn)規(guī)模經(jīng)濟(jì)的狀態(tài)。為了解決中國煤炭產(chǎn)業(yè)發(fā)展中存在的主要問題,使其達(dá)到有效競爭的狀態(tài),必須對中國煤炭產(chǎn)業(yè)組織進(jìn)行優(yōu)化。本文根據(jù)2000-2011年數(shù)據(jù)資料,對我國煤炭產(chǎn)業(yè)組織現(xiàn)狀進(jìn)行了分析,運(yùn)用主成分分析法,從市場結(jié)構(gòu)、企業(yè)行為和市場績效三個(gè)方面,對我國煤炭產(chǎn)業(yè)組織有效競爭狀況進(jìn)行了評價(jià),并剖析了我國煤炭產(chǎn)業(yè)組織存在的主要問題。最后,論文得出如下結(jié)論:在市場結(jié)構(gòu)方面,我國煤炭產(chǎn)業(yè)市場集中度不高,鄉(xiāng)鎮(zhèn)小煤礦占市場規(guī)模的份額仍較大,進(jìn)入和退出壁壘都很高,煤炭企業(yè)的規(guī)模效應(yīng)低;在企業(yè)行為方面,煤炭企業(yè)對行業(yè)價(jià)格的控制不明顯,煤炭產(chǎn)業(yè)的科技創(chuàng)新水平有所改善,但仍較低;在市場績效方面,煤炭行業(yè)的整體經(jīng)濟(jì)績效狀況良好,但煤炭產(chǎn)業(yè)仍存在資源浪費(fèi)現(xiàn)象嚴(yán)重、煤炭技術(shù)水平不高、安全事故仍時(shí)有發(fā)生、環(huán)境績效沒有明顯改善等問題。因此,應(yīng)加快完善我國煤炭產(chǎn)業(yè)市場體系的建設(shè);加快確立煤炭產(chǎn)業(yè)政策和法規(guī);當(dāng)局應(yīng)規(guī)范宏觀調(diào)控;推動(dòng)煤炭產(chǎn)業(yè)的技術(shù)創(chuàng)新能力;加強(qiáng)大型煤炭企業(yè)的自組織建設(shè);加快兼并重組,構(gòu)建大型煤炭企業(yè)集團(tuán)等政策措施是促進(jìn)我國煤炭產(chǎn)業(yè)有效競爭的重要舉措。
[Abstract]:Coal industry is an important basic industry in China, which provides the main energy for the rapid development of our national economy. After more than 60 years of construction and development, China has become the main coal-producing country in the world. At the same time, coal mining, production, management and other aspects have been greatly improved. However, there are still many problems in China's coal industry, such as low market concentration, high entry barrier, high exit barrier, low level of scale economy, low overall profit level and low technological innovation ability. Waste of resources, environmental pollution, etc. The research of industrial organization theory and effective competition theory shows that effective competition is a state that can not only keep competitive vitality but also realize scale economy. In order to solve the main problems existing in the development of China's coal industry and make it achieve the state of effective competition, it is necessary to optimize the organization of China's coal industry. Based on the data from 2000 to 2011, this paper analyzes the present situation of coal industry organization in China, and applies principal component analysis method to analyze the current situation of coal industry organization in China from three aspects: market structure, enterprise behavior and market performance. This paper evaluates the effective competition of China's coal industry organization, and analyzes the main problems existing in China's coal industry organization. Finally, the paper draws the following conclusions: in terms of market structure, the market concentration of coal industry in China is not high, the small coal mines still occupy a large share of market scale, the barriers to entry and exit are very high, and the scale effect of coal enterprises is low; In terms of enterprise behavior, the price control of the coal industry is not obvious, the level of scientific and technological innovation of the coal industry has improved, but it is still low; in terms of market performance, the overall economic performance of the coal industry is good. However, there are still some problems in the coal industry, such as the serious waste of resources, the low level of coal technology, the frequent occurrence of safety accidents and the lack of obvious improvement in environmental performance. Therefore, we should speed up the construction of our coal industry market system, accelerate the establishment of coal industry policies and regulations, standardize macro regulation and control, promote the technological innovation ability of coal industry, strengthen the self-organization construction of large coal enterprises; It is an important measure to promote the effective competition of China's coal industry to speed up the merger and reorganization and to construct large coal enterprise groups.
