【摘要】：我國(guó)快速發(fā)展的文化創(chuàng)意產(chǎn)業(yè),對(duì)國(guó)民經(jīng)濟(jì)的貢獻(xiàn)顯著,但政府驅(qū)動(dòng)的發(fā)展模式,帶來不少弊端,創(chuàng)意不足、人才匱乏、融資艱難、知識(shí)產(chǎn)權(quán)保護(hù)疲軟等問題,將制約產(chǎn)業(yè)的可持續(xù)發(fā)展。處理政府與市場(chǎng)的關(guān)系,關(guān)鍵在厘清政府作用的邊界。政府與市場(chǎng)在文化創(chuàng)意產(chǎn)業(yè)發(fā)展中協(xié)同發(fā)力,需要將產(chǎn)業(yè)納入法制化軌道,理順體制機(jī)制,建立政府與社會(huì)資本相結(jié)合的融資體系,營(yíng)造良好營(yíng)商環(huán)境,切實(shí)保護(hù)知識(shí)產(chǎn)權(quán)。
[Abstract]:The rapid development of cultural and creative industries in China has contributed significantly to the national economy, but the government-driven development model has brought many problems, such as insufficient creativity, lack of talents, difficult financing, weak protection of intellectual property rights, and so on. It will restrict the sustainable development of industry. The key to dealing with the relationship between government and market is to clarify the boundary of government role. The government and the market work together in the development of the cultural and creative industries. It is necessary to bring the industry into the legal orbit, rationalize the system and mechanism, establish a financing system that combines government and social capital, create a good business environment and protect intellectual property rights.
