【摘要】：科技競爭力是衡量一個城市綜合實力的重要指標(biāo),發(fā)展高新技術(shù)產(chǎn)業(yè)是推進(jìn)創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略、增強(qiáng)科技競爭力的重要環(huán)節(jié)。在市場競爭環(huán)境下,創(chuàng)新型高新產(chǎn)業(yè)能夠?qū)⒖茖W(xué)技術(shù)與生產(chǎn)能力結(jié)合,生產(chǎn)出具有高技術(shù)含量、高附加值的新產(chǎn)品,在激烈的競爭環(huán)境中脫穎而出,并成為地區(qū)經(jīng)濟(jì)增長的驅(qū)動力。經(jīng)初步分析,高新技術(shù)產(chǎn)業(yè)具有系統(tǒng)化結(jié)構(gòu),符合系統(tǒng)運(yùn)行的基本特征,在具體研究時可以采用系統(tǒng)協(xié)同視角,對高新技術(shù)產(chǎn)業(yè)進(jìn)行系統(tǒng)劃分,分析各子系統(tǒng)特征,研究子系統(tǒng)之間的協(xié)同關(guān)系,為推動高新技術(shù)產(chǎn)業(yè)協(xié)同發(fā)展提供參考。本文從系統(tǒng)角度出發(fā),對系統(tǒng)協(xié)同模型進(jìn)行總結(jié),并在產(chǎn)業(yè)系統(tǒng)協(xié)同機(jī)理研究的基礎(chǔ)上,提出相應(yīng)的協(xié)同分析體系,分別從環(huán)境、動力、方式、程度四個方面對北京高新技術(shù)產(chǎn)業(yè)進(jìn)行計算和研究,分析其協(xié)同現(xiàn)狀及可能存在的問題,根據(jù)所提出的問題,從體制創(chuàng)新方面進(jìn)行分析,并提出新的優(yōu)化方向。北京為實現(xiàn)創(chuàng)新驅(qū)動發(fā)展目標(biāo),正逐步深化科技體制改革,力求形成高效的高新技術(shù)產(chǎn)業(yè)結(jié)構(gòu),提高科技創(chuàng)新力,增強(qiáng)北京的核心競爭力。北京高新技術(shù)產(chǎn)業(yè)取得了較快的發(fā)展,然而,在發(fā)展的過程中也遇到了一些問題,例如,新技術(shù)吸收與再創(chuàng)新能力差、成果轉(zhuǎn)化系統(tǒng)運(yùn)行效率低等等,這些問題已經(jīng)或?qū)⒊蔀楸本└咝录夹g(shù)產(chǎn)業(yè)協(xié)同發(fā)展的瓶頸。本文從科技體制創(chuàng)新角度對北京高新技術(shù)產(chǎn)業(yè)協(xié)同發(fā)展現(xiàn)狀進(jìn)行思考,提出了體制創(chuàng)新的三個方向,并針對性地提出了具體建議,為科技創(chuàng)新體制優(yōu)化及北京高新技術(shù)產(chǎn)業(yè)發(fā)展提供參考。
[Abstract]:The science and technology competitiveness is an important indicator to measure the city's comprehensive strength, the development of high-tech industry is to promote innovation driven development strategy, an important part of strengthening the competitiveness of science and technology. In the environment of market competition, innovative high-tech industry can be combined with science and technology and production capacity, production with high technical content, high value-added new products. Talent shows itself in the fierce competitive environment, and become the driving force of economic growth in the region. After the preliminary analysis, the high-tech industry has the systematic structure, in line with the basic characteristics of system operation, the system can be used in the specific research collaborative perspective, into the system of high-tech industry, analysis of the characteristics of each subsystem, the collaborative relationship between study on the system, to promote high-tech industry coordinated development to provide the reference. This paper from the perspective of the system of cooperative model in summary, and in the production of The basic mechanism of collaborative industry system, put forward the corresponding collaborative analysis system, respectively, from the environment, motivation, mode, four degree calculation and Research on high tech industry in Beijing, analyzed the current situation and problems of cooperation may exist, according to this problem, from the analysis of the system innovation, and puts forward the optimization the new direction of Beijing. To achieve innovation driven development, gradually deepening the reform of science and technology, and strive to form high-tech industrial structure, improve the technological innovation capability, enhance the core competitiveness of Beijing. Beijing high-tech industry has achieved rapid development, however, in the development process also encountered some problems, for example. The new technology absorption and innovation ability, the transformation system of low efficiency and so on, these problems have been or will become the bottleneck of Beijing hi tech Industry Development Co in this work. From the perspective of technological system innovation, this paper ponder over the current situation of the coordinated development of Beijing's high-tech industry, put forward three directions of system innovation, and put forward specific suggestions accordingly, so as to provide references for the optimization of technological innovation system and the development of Beijing's high-tech industry.
