【摘要】:高新技術(shù)產(chǎn)業(yè)園區(qū)是一個國家或地區(qū)技術(shù)創(chuàng)新、成果轉(zhuǎn)化的重要基地,是經(jīng)濟(jì)持續(xù)發(fā)展的驅(qū)動器,對產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化也具有重大影響。近年來,高新技術(shù)產(chǎn)業(yè)園區(qū)在國家政策的引導(dǎo)下發(fā)展迅速,已取得了較大進(jìn)步,現(xiàn)今正處于優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)和培養(yǎng)內(nèi)部資本集團(tuán)的轉(zhuǎn)型升級的關(guān)鍵時期。科技創(chuàng)新是高新技術(shù)產(chǎn)業(yè)園區(qū)發(fā)展的源動力,具有高投入、高風(fēng)險的特點(diǎn),其發(fā)展與資本、人力、技術(shù)資源的投入密切相關(guān),特別是來源于科技金融體系的資本投入對于資金密集型的高新技術(shù)企業(yè)與園區(qū)的發(fā)展尤為重要。因此,如何從科技金融角度出發(fā),為園區(qū)提出切實(shí)可行的對策建議,引導(dǎo)和促進(jìn)高新技術(shù)產(chǎn)業(yè)園區(qū)“二次創(chuàng)業(yè)”成功,是一個亟需解決的問題。 鑒于此,首先,本文從理論層面對科技金融是如何影響高新技術(shù)產(chǎn)業(yè)園區(qū)發(fā)展進(jìn)行研究。本文就高新技術(shù)產(chǎn)業(yè)園區(qū)和科技金融的本質(zhì)入手,高新技術(shù)產(chǎn)業(yè)園區(qū)發(fā)展的影響因素作引子,,以各階段高新技術(shù)企業(yè)的融資需求為基礎(chǔ),系統(tǒng)分析了科技金融在高新技術(shù)產(chǎn)業(yè)園區(qū)中的運(yùn)行流程及其對高新技術(shù)產(chǎn)業(yè)園區(qū)的推動機(jī)制。 其次,以高新技術(shù)產(chǎn)業(yè)園區(qū)為研究對象,通過實(shí)證分析科技金融對高新技術(shù)產(chǎn)業(yè)園區(qū)的影響進(jìn)行量化研究。在實(shí)證中,本文依據(jù)前人對高新技術(shù)產(chǎn)業(yè)園區(qū)發(fā)展指標(biāo)的研究,選取了高新技術(shù)產(chǎn)業(yè)園區(qū)年總產(chǎn)值和有效發(fā)明專利數(shù)作為衡量發(fā)展水平指標(biāo),從科技金融參與主體角度,分別選取了政府資金投入、企業(yè)內(nèi)部資金和科技貸款代表科技金融指標(biāo),人力資本投入和企業(yè)數(shù)量作為控制變量,運(yùn)用Eviews7.2軟件,分別通過F檢驗和Hausman檢驗選取相應(yīng)的估計模型,對各科技金融指標(biāo)對高新技術(shù)產(chǎn)業(yè)園區(qū)發(fā)展進(jìn)行實(shí)證分析。結(jié)果顯示,三者對高新技術(shù)產(chǎn)業(yè)園區(qū)年總產(chǎn)值和有效發(fā)明專利數(shù)都存在正相關(guān)關(guān)系,但是影響程度各不相同。從一定程度上證明了科技金融對高新技術(shù)產(chǎn)業(yè)園區(qū)的發(fā)展具有引導(dǎo)和促進(jìn)作用。 最后,依據(jù)實(shí)證結(jié)果分析,從科技金融角度,對高新技術(shù)產(chǎn)業(yè)園區(qū)的發(fā)展提出了相應(yīng)的對策建議。
[Abstract]:High-tech industrial park is an important base for technological innovation and transformation of achievements in a country or region. It is the driver of sustained economic development and has a significant impact on the optimization of industrial structure in recent years. High-tech industrial parks have developed rapidly under the guidance of national policies and have made great progress. At present, it is in the key period of optimizing industrial structure and training internal capital group. Science and technology innovation is the source of the development of high-tech industrial park, with the characteristics of high investment and high risk. Its development is closely related to the investment of capital, human resources and technical resources, especially the capital investment from the sci-tech financial system is particularly important for the development of capital-intensive high-tech enterprises and parks. How to put forward feasible countermeasures and suggestions for the park from the point of view of science and technology finance and guide and promote the success of the "second pioneering" in the high-tech industrial park is a problem that needs to be solved urgently. In view of this, first of all, this paper from the theoretical level of science and technology finance is how to affect the development of high-tech industrial parks. This paper starts with the nature of high-tech industrial parks and science and technology finance. The factors affecting the development of high-tech industrial parks are introduced, based on the financing needs of high-tech enterprises in various stages. This paper systematically analyzes the operation process of science and technology finance in high-tech industrial park and its promotion mechanism to high-tech industrial park. Secondly, take the high-tech industrial park as the research object, through the empirical analysis of the impact of science and technology finance on high-tech industrial park quantitative research. Based on the previous research on the development indicators of high-tech industrial parks, this paper selects the annual gross output value and the number of effective invention patents as indicators to measure the level of development, from the point of view of the main body of participation in science and technology finance. Select the government capital investment, enterprise internal funds and science and technology loans to represent the indicators of science and technology finance, human capital investment and the number of enterprises as control variables, using Eviews7.2 software. Through F test and Hausman test, select the corresponding estimation model, and analyze the development of high-tech industrial park by each index of science and technology finance. The results show that. The three have a positive correlation with the annual output value and the number of effective invention patents of the high-tech industrial park. But the degree of influence is different. To some extent, it proves that science and technology finance can guide and promote the development of hi-tech industrial park. Finally, according to the analysis of empirical results, this paper puts forward the corresponding countermeasures and suggestions on the development of high-tech industrial parks from the perspective of science and technology finance.
