河北省統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)現(xiàn)狀與對(duì)策研究

【摘要】：建立統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度是建設(shè)小康社會(huì)的要求，有利于統(tǒng)籌城鄉(xiāng)發(fā)展。在黨的十八大提出了要在2020年達(dá)成“全面建設(shè)小康社會(huì)”的目標(biāo)，其中提出了“統(tǒng)籌城鄉(xiāng)社會(huì)保障體系”等具體要求，在全面建設(shè)小康社會(huì)的過(guò)程中，首先就要從民生的方面入手，堅(jiān)持以人為本，解決民生的基本問(wèn)題。社會(huì)保險(xiǎn)是社會(huì)保障體系中最為重要的組成部分，而社會(huì)保險(xiǎn)的重中之重是養(yǎng)老保險(xiǎn)。在城鄉(xiāng)范圍內(nèi)，建立統(tǒng)一的，覆蓋全民的養(yǎng)老保險(xiǎn)制度，能夠切實(shí)體現(xiàn)公平理論，，對(duì)維護(hù)社會(huì)穩(wěn)定，在2020年建成“全面建設(shè)小康社會(huì)的目標(biāo)”都具有重要的理論和實(shí)踐意義。 我國(guó)的社會(huì)保障事業(yè)是伴隨著我國(guó)改革開(kāi)放進(jìn)程不斷深化完善的，當(dāng)前我國(guó)已經(jīng)建立起以“社會(huì)保險(xiǎn)為主體，普惠型”的養(yǎng)老保險(xiǎn)制度。2012年5月，河北省率先將城鎮(zhèn)居民社會(huì)養(yǎng)老保險(xiǎn)與新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)合并，兩年來(lái)，河北省統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度這項(xiàng)工作取得了很大進(jìn)展，但也面臨一些困難和問(wèn)題。本文采用了歷史與邏輯、理論與實(shí)踐、政策與經(jīng)辦、定性與定量分析相結(jié)合等方法，對(duì)河北省統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度問(wèn)題進(jìn)行初淺探索。本文主要從河北省城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度的現(xiàn)狀進(jìn)行分析，找出河北省城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度存在的主要問(wèn)題，提出對(duì)策建議。 本文共分五章，第一章論述了本文的選題背景和研究意義，闡述了河北省建立城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)的背景；第二章是統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度的理論概述，從統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)的概念界定和統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度的理論基礎(chǔ)進(jìn)行論述；第三章是從城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度的歷史變革和統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度的現(xiàn)行模式這兩部分對(duì)城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度的探索與建立進(jìn)行論述；第四章主要從運(yùn)行狀況和存在的問(wèn)題兩方面對(duì)河北省統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度現(xiàn)狀進(jìn)行分析；最后一章是完善河北省統(tǒng)籌城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度的對(duì)策建議，從現(xiàn)實(shí)角度出發(fā)，以期對(duì)河北省統(tǒng)籌城鄉(xiāng)基本養(yǎng)老保險(xiǎn)這項(xiàng)工作有所裨益。
[Abstract]:The establishment of the basic endowment insurance system for urban and rural residents is the requirement of building a well-off society and is conducive to the overall development of urban and rural areas. At the 18th National Congress of the Party, the goal of "building a well-off society in an all-round way" was put forward by 2020, in which specific requirements such as "coordinating the social security system between urban and rural areas" were put forward, and in the process of building a well-off society in an all-round way, First of all, we must start from the people's livelihood, adhere to people-oriented, to solve the basic problems of people's livelihood. Social insurance is the most important part of social security system, and the most important part of social insurance is old-age insurance. In urban and rural areas, it is of great theoretical and practical significance to establish a unified pension insurance system covering the whole people, which can embody the theory of fairness, maintain social stability and build "the goal of building a well-off society in an all-round way" by 2020. Our country's social security enterprise is following our country's reform and opening process unceasingly deepens the consummation, at present our country has already established "the social insurance as the main body, the inclusive type" old-age insurance system. In May 2012, Hebei Province has taken the lead in combining the social old-age insurance of urban residents with the new type of rural social old-age insurance. In the past two years, Hebei Province has made great progress in coordinating the basic old-age insurance system for urban and rural residents, but it also faces some difficulties and problems. By using the methods of history and logic, theory and practice, policy and operation, qualitative and quantitative analysis, this paper makes a preliminary exploration on the basic old-age insurance system of urban and rural residents in Hebei Province. This paper analyzes the present situation of the basic old-age insurance system for urban and rural residents in Hebei Province, finds out the main problems existing in the basic old-age insurance system of urban and rural residents in Hebei Province, and puts forward some countermeasures and suggestions. This paper is divided into five chapters. The first chapter discusses the background and significance of this paper, expounds the background of the establishment of basic pension insurance for urban and rural residents in Hebei Province; the second chapter is a theoretical overview of the basic old-age insurance system for urban and rural residents. The definition of the basic old-age insurance for urban and rural residents and the theoretical basis of the basic old-age insurance system for urban and rural residents are discussed. The third chapter discusses the exploration and establishment of the basic old-age insurance system for urban and rural residents from the historical reform of the old-age insurance system of urban and rural residents and the current mode of coordinating the basic old-age insurance system of urban and rural residents. The fourth chapter mainly analyzes the present situation of the basic old-age insurance system of urban and rural residents in Hebei Province from two aspects of operation and existing problems; the last chapter is the countermeasures and suggestions to perfect the basic old-age insurance system of urban and rural residents in Hebei Province. From the point of view of reality, it is beneficial to Hebei Province to coordinate the urban and rural basic old-age insurance.
