【摘要】：ISO9001 質(zhì)量管理體系是世界上最具權(quán)威的質(zhì)量管理體系,在實施 ISO9001 質(zhì)量管理體系(QMS)認(rèn)證的過程中,許多企業(yè)意識到:質(zhì)量管理體系認(rèn)證不僅能提高企業(yè)符合法規(guī)要求的能力,而且還帶來各種績效。但企業(yè)通過 ISO9001 體系認(rèn)證后,如何系統(tǒng)地對其進行績效評估,分析總體績效變化趨勢,是一個非常值得探討的問題。目前國內(nèi)外對這個問題的研究主要存在以下問題:⑴未形成系統(tǒng)化的績效評估指標(biāo)體系;⑵效益評估和費用評估相互脫離,不符合企業(yè)的經(jīng)營理念;⑶缺乏績效評估的信息收集方式;⑷只對單個指標(biāo)進行孤立評價,而沒有對整體績效做出綜合評估;⑸對企業(yè)實施 IS09001體系認(rèn)證后的績效變化與內(nèi)在原因缺乏研究。為此,本文對企業(yè)實施 ISO9001 質(zhì)量管理體系認(rèn)證的績效評估進行了較系統(tǒng)的研究,主要的工作如下: ⑴ 在對企業(yè) ISO9001 認(rèn)證績效的不同認(rèn)識進行評析的基礎(chǔ)上,分析了影響 ISO9001 認(rèn)證績效的因素,進而對企業(yè) ISO9001 質(zhì)量管理體系認(rèn)證績效進行了界定。 ⑵ 設(shè)計了一個較科學(xué)的、實用的能夠系統(tǒng)評估企業(yè)實施 IS09001 質(zhì)量管理體系認(rèn)證的績效評估指標(biāo)體系。該指標(biāo)體系包括效益指標(biāo)和費用指標(biāo)。根據(jù)指標(biāo)的特點,將指標(biāo)分為四種類型:易貨幣化的效益指標(biāo),不易貨幣化的效益指標(biāo),易核算的費用指標(biāo)和不易核算的費用指標(biāo),由于影響指標(biāo)變化的因素眾多,因而,對這些指標(biāo)的量化需剔除非質(zhì)量管理體系認(rèn)證因素的影響值,本文給出了生產(chǎn)函數(shù)因素分析法剔除非質(zhì)量管理體系認(rèn)證因素的影響值。 ⑶ 本文采用定量與定性指標(biāo)相結(jié)合的手段進行績效評估。先將易貨幣化的效益指標(biāo)與易核算和不易核算的費用指標(biāo)利用凈現(xiàn)值法獲得評價結(jié)果,然后將不易貨幣化的效益指標(biāo)根據(jù)調(diào)查問卷結(jié)果利用模糊綜合評價法獲得評價結(jié)果,再將上述兩種方法獲得的結(jié)果綜合,以全面評估企業(yè)實施 IS09001 認(rèn)證的績效。最后結(jié)合實例對企業(yè)實施 IS09001質(zhì)量管理體系認(rèn)證的績效評估指標(biāo)和方法進行了驗證,獲得了滿意的績效。 ⑷ 從咨詢機構(gòu)、認(rèn)證機構(gòu)和企業(yè)自身三個方面提出提高企業(yè)實施 IS09001 質(zhì)量管理體系認(rèn)證績效的途徑。
[Abstract]:ISO9001 quality management system is the most authoritative quality management system in the world. In the process of implementing ISO9001 quality management system certification, many enterprises realize that quality management system certification can not only improve the ability of enterprises to meet the requirements of laws and regulations. It also brings about a variety of performance. However, how to evaluate the performance and analyze the trend of the change of the overall performance is a problem worth discussing after the enterprise has passed the certification of ISO9001 system. At present, the research on this problem at home and abroad mainly has the following problems: 1: 1 has not formed a systematic performance evaluation index system / benefit evaluation and cost evaluation are divorced from each other, which is not in line with the business philosophy of the enterprise; (3) the lack of information collection method of performance evaluation only carries on the isolated appraisal to the single index, but does not make the comprehensive appraisal to the overall performance. 5. The performance change and the internal reason after the enterprise implements the IS09001 system certification is lack of research. Therefore, this paper has carried on the more systematic research to the enterprise implementation ISO9001 quality management system authentication performance appraisal, the main work is as follows: 1. On the basis of analyzing the different cognition of enterprise ISO9001 certification performance, this paper analyzes the factors that affect the ISO9001 certification performance, and then defines the enterprise ISO9001 quality management system certification performance. (2) designed a scientific and practical performance evaluation index system which can systematically evaluate the implementation of IS09001 quality management system certification in enterprises. The index system includes benefit index and cost index. According to the characteristics of the index, the index is divided into four types: the benefit index that is easy to monetize, the benefit index that is not easy to monetize, the cost index that is easy to calculate and the cost index that is not easy to calculate. It is necessary to eliminate the influence value of non-quality management system certification factor for the quantification of these indexes. This paper presents the influence value of production function factor analysis method to eliminate non-quality management system certification factor. In this paper, the quantitative and qualitative indicators are used to evaluate the performance. The evaluation results are obtained by using the net present value method (NPV) and the benefit index which is easy to monetize and the cost index which is easy to calculate and difficult to calculate, and then the evaluation result is obtained by fuzzy comprehensive evaluation method according to the results of the questionnaire survey. The results obtained by the above two methods are synthesized to evaluate the performance of IS09001 certification in a comprehensive way. Finally, the performance evaluation indexes and methods of implementing IS09001 quality management system certification are verified by an example, and the satisfactory performance is obtained. (4) the ways to improve the performance of IS09001 quality management system are put forward from three aspects: consulting organization, certification organization and enterprise itself.
