【摘要】：工程監(jiān)理制度自1988年實施至今,對我國工程建設(shè)的發(fā)展起到了積極的作用,但隨著國民經(jīng)濟的發(fā)展和改革開放的深入,監(jiān)理行業(yè)和工程監(jiān)理企業(yè)遇到的問題越發(fā)突出。2003年至今,政府主管部門出臺了一系列推動監(jiān)理企業(yè)開展工程項目管理服務政策,在強制監(jiān)理范圍可能縮小和工程咨詢服務進一步市場化的背景下,一批大型監(jiān)理企業(yè)在開展工程項目管理服務的實踐過程中不斷探索,并積累了寶貴的經(jīng)驗。首先本文通過搜集相關(guān)統(tǒng)計報表等資料,對國內(nèi)監(jiān)理行業(yè)發(fā)展總體狀況、監(jiān)理企業(yè)的業(yè)務內(nèi)容和管理水平進行分析,并對監(jiān)理行業(yè)存在的問題進行總結(jié)。其次本文對工程項目管理服務的內(nèi)涵與特征進行分析,并對監(jiān)理企業(yè)開展工程項目管理服務的可行性和必要性進行分析；接著分析監(jiān)理企業(yè)開展工程項目管理服務的模式與內(nèi)容,并對監(jiān)理企業(yè)開展工程項目管理服務的法律地位與法律責任進行分析。再次本文對監(jiān)理企業(yè)開展工程項目管理服務進行調(diào)研,通過對調(diào)研企業(yè)負責人進行訪談,結(jié)合具體項目實踐資料,對監(jiān)理企業(yè)在開展工程項目管理服務實踐遇到的問題、實踐的重點與難點以及實踐中優(yōu)秀的做法經(jīng)驗進行分析歸納與總結(jié)。最后本文分別從相關(guān)法規(guī)政策層面、培育工程項目管理服務市場層面以及企業(yè)自身層面,對推動監(jiān)理企業(yè)開展工程項目管理服務提出一系列對策建議。

Secondly, the project management service Connotation and characteristics of service are analyzed, the necessity and feasibility analysis and carry out the project management services of supervision enterprise; then analyzes the mode and content of the project management service and supervision of enterprises, supervision of enterprises to carry out the legal status and legal responsibility of project management services. The engineering supervision enterprises carry out again project management services for research, through interviews with people responsible for the investigation of the enterprise, combined with the specific project practice, supervision of enterprises to carry out the practice of project management service problems, practice the key and difficult points in practice and excellent experience are analyzed and summarized and summarized. Finally this paper from the relevant policies and regulations, training project project management services market level and enterprise level, to promote the supervision of enterprises to carry out project management. A series of countermeasures and suggestions are put forward.
