【摘要】：根據(jù)國(guó)家科技體制改革和創(chuàng)新體系建設(shè)的要求，中科院明確提出“率先行動(dòng)”計(jì)劃，結(jié)合“創(chuàng)新2020”各項(xiàng)任務(wù)，在全國(guó)實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略、建設(shè)創(chuàng)新型國(guó)家中發(fā)揮國(guó)家戰(zhàn)略科技力量應(yīng)有的骨干引領(lǐng)作用，為把我國(guó)建成世界科技強(qiáng)國(guó)奠定堅(jiān)實(shí)基礎(chǔ)，為實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)提供有力支撐。中科院長(zhǎng)春分院緊密?chē)�繞吉林省區(qū)域發(fā)展戰(zhàn)略，借鑒有益經(jīng)驗(yàn)，立足協(xié)同創(chuàng)新，加強(qiáng)與吉林省的聯(lián)合合作，努力走出一條科技與經(jīng)濟(jì)、科技與區(qū)域發(fā)展、科技與教育緊密結(jié)合的區(qū)域創(chuàng)新建設(shè)的新模式，有效服務(wù)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和創(chuàng)新型企業(yè)建設(shè)。與吉林省共同設(shè)立“吉林省與中科院科技合作高技術(shù)產(chǎn)業(yè)化資金”，以此推動(dòng)中科院與吉林省科技合作進(jìn)程。從2005年資金啟動(dòng)以來(lái)，吉林省財(cái)政每年劃撥700萬(wàn)專(zhuān)項(xiàng)資金，由吉林省財(cái)政廳、吉林省科技廳、中科院長(zhǎng)春分院共同組織實(shí)施，2012年資金提升至1000萬(wàn)規(guī)模、2013年再次增加至1500萬(wàn)，截止目前，中科院與吉林省的科技合作已有10年，，省院合作資金也已實(shí)施10年、啟動(dòng)10批，共計(jì)8900萬(wàn)元，支持項(xiàng)目176項(xiàng)，調(diào)動(dòng)中科院35家研究所與吉林省130余家企業(yè)合作，充分發(fā)揮了科學(xué)院的技術(shù)優(yōu)勢(shì)，為企業(yè)解決了中試和產(chǎn)業(yè)化過(guò)程中的系列難題，對(duì)地方經(jīng)濟(jì)和社會(huì)發(fā)展起到了推動(dòng)和引領(lǐng)作用，較大范圍地調(diào)動(dòng)了各方面資源，對(duì)于加快推進(jìn)吉林老工業(yè)基地產(chǎn)業(yè)技術(shù)轉(zhuǎn)型和提升、培育戰(zhàn)略性新興產(chǎn)業(yè)方面起到了帶動(dòng)作用。在雙方合作10年過(guò)程中，雙方從項(xiàng)目遴選、項(xiàng)目管理、項(xiàng)目分布、資金管理等方面精心設(shè)計(jì)，整合中科院的先進(jìn)科研成果，結(jié)合地方區(qū)域特色，促進(jìn)科研成果向生產(chǎn)力轉(zhuǎn)化，為吉林省企業(yè)發(fā)展貢獻(xiàn)力量。但在合作過(guò)程中也存在諸多問(wèn)題，雙方通過(guò)搭建平臺(tái)、政策資金引領(lǐng)，共同摸索適合的合作模式，充分發(fā)揮橋梁紐帶作用。
[Abstract]:In accordance with the requirements of the national scientific and technological system reform and the construction of the innovation system, the Chinese Academy of Sciences has clearly put forward a plan of "taking the lead in action" and, in combination with the various tasks of "Innovation 2020", has implemented a strategy of innovation-driven development throughout the country. In building an innovative country, we should play the leading role of the backbone of the national strategic scientific and technological forces, and lay a solid foundation for building our country into a world scientific and technological power. The Changchun Branch of the Chinese Academy of Sciences closely revolves around the regional development strategy of Jilin Province, draws lessons from useful experience, bases itself on synergy and innovation, and strengthens joint cooperation with Jilin Province. Strive to get out of a new pattern of regional innovation and construction that combines science and technology with economy, science and technology with regional development, and science and technology with education. In order to promote the process of scientific and technological cooperation between the academy of science and technology of Jilin province and Jilin province from 2005 to 2005, the "high-tech industrialization fund for scientific and technological cooperation between Jilin province and the Chinese academy of sciences" was set up with Jilin province. Since the inception of the annual fund, Jilin Province allocated 7 million special funds a year, jointly organized and implemented by the Jilin Provincial Finance Department, Jilin Province Science and Technology Department, and Changchun Branch of the Chinese Academy of Sciences. In 2012, the funds were raised to 10 million, and in 2013 they were again increased to 15 million. So far, The Chinese Academy of Sciences and Jilin Province have been cooperating in science and technology for 10 years.Provincial Academy of Sciences cooperation funds have also been implemented for 10 years.Ten batches, totaling 89 million yuan, have been launched to support 176 projects, and 35 institutes of the CAS have been mobilized to cooperate with more than 130 enterprises in Jilin Province. It has brought the technological advantages of the Academy of Sciences into full play, solved a series of difficult problems in the process of pilot-scale testing and industrialization for enterprises, played a leading role in promoting and leading local economic and social development, and mobilized resources in various fields on a large scale. It has played a leading role in speeding up the industrial technology transformation and upgrading of the old industrial base in Jilin and fostering strategic emerging industries. During the 10 years of cooperation between the two sides, the two sides started from project selection, project management, and project distribution. Capital management and other aspects have been carefully designed to integrate the advanced scientific research achievements of the Chinese Academy of Sciences, combine with local regional characteristics, promote the transformation of scientific research results into productive forces, and contribute to the development of enterprises in Jilin Province. However, there are also many problems in the process of cooperation. Through the establishment of a platform, policy funds leading, explore the appropriate cooperation model, fully play the role of bridge.
