【摘要】:改革開放以來,我國電力工程發(fā)展很快,EPC工程已初具規(guī)模。EPC電力工程項(xiàng)目由于投資大、工期長,在投建過程中不可預(yù)見的因素較多,如人員、材料、設(shè)備的情況變化,投資決策、設(shè)計(jì)、建設(shè)及使用各階段出現(xiàn)的諸多問題均會影響電力工程總承包項(xiàng)目的實(shí)施,會以各種方式增加項(xiàng)目的風(fēng)險(xiǎn),可以說,風(fēng)險(xiǎn)一直伴隨著EPC電力工程項(xiàng)目運(yùn)行的整個(gè)過程。面對著不可避免的各種風(fēng)險(xiǎn),如果不加防范,很可能會影響電力工程建設(shè)的順利進(jìn)行,甚至釀成嚴(yán)重后果。 因此將普遍的風(fēng)險(xiǎn)管理理論與輸變電總承包現(xiàn)狀相結(jié)合,識別、評估電力工程總承包項(xiàng)目實(shí)施各階段所面臨的風(fēng)險(xiǎn),并制定相應(yīng)的應(yīng)對措施,進(jìn)行全壽命期、全面的風(fēng)險(xiǎn)管理研究顯得尤為重要。電力工程在總承包模式下,項(xiàng)目的風(fēng)險(xiǎn)主要由承包人承擔(dān),如何防范風(fēng)險(xiǎn),通過有效的風(fēng)險(xiǎn)管理降低工程風(fēng)險(xiǎn),甚至轉(zhuǎn)化為收益,是急待研究的重要課題。 本文以新疆境內(nèi)諾爾湖110kV輸變電工程EPC項(xiàng)目實(shí)施情況為例,介紹了風(fēng)險(xiǎn)管理在輸變電總承包項(xiàng)目中的具體操作以及應(yīng)用,從風(fēng)險(xiǎn)預(yù)測與識別、風(fēng)險(xiǎn)評價(jià)、風(fēng)險(xiǎn)對策與控制三個(gè)環(huán)節(jié)剖析總結(jié)新疆電力工程EPC項(xiàng)目最為凸顯的主要風(fēng)險(xiǎn),提出具有可操作性的電力工程項(xiàng)目風(fēng)險(xiǎn)管理應(yīng)對措施。 本文旨在通過對新疆區(qū)域有代表性的輸變電EPC工程的分析,從項(xiàng)目安全管理的需要、項(xiàng)目經(jīng)濟(jì)效益的考慮以及項(xiàng)目總體進(jìn)度的要求幾個(gè)方面,有針對性地開展風(fēng)險(xiǎn)評價(jià)和對策工作,從而實(shí)現(xiàn)風(fēng)險(xiǎn)的有效管理,推動(dòng)新疆電力行業(yè)更好地進(jìn)行項(xiàng)目管理、更好地參與市場競爭、更好地推進(jìn)新疆電力工程總承包項(xiàng)目的開展和提高新疆電力工程項(xiàng)目風(fēng)險(xiǎn)管理的理論及實(shí)踐水平,進(jìn)而推動(dòng)新疆電力工程的更快更好發(fā)展。
[Abstract]:Since the reform and opening up, the electric power engineering of our country has developed rapidly. The EPC power engineering project has begun to take shape. Due to the large investment and the long construction period, there are many unforeseen factors in the process of investment and construction, such as the change of the situation of personnel, materials and equipment. Many problems in investment decision-making, design, construction and use will affect the implementation of the general contracting project of electric power engineering, and will increase the risk of the project in various ways. Risk has been accompanied by the whole process of EPC electric power engineering project operation. Faced with the inevitable kinds of risks, if it is not taken precautions, it may affect the smooth progress of power engineering construction, and even lead to serious consequences. Therefore, the universal risk management theory is combined with the current situation of general contracting of transmission and transformation power, to identify and evaluate the risks faced in each stage of the implementation of the general contracting project of electric power engineering, and to formulate corresponding countermeasures to carry out the whole life cycle. Under the general contracting mode, the project risk is mainly borne by the contractor. How to prevent the risk, reduce the project risk through effective risk management, even turn it into income, It is an important subject to be studied urgently. Taking the implementation of EPC project in Norohu 110kV power transmission project in Xinjiang as an example, this paper introduces the concrete operation and application of risk management in the general contract project of transmission and transformation, from risk prediction and identification, risk evaluation. This paper analyzes and summarizes the most prominent main risks of Xinjiang Electric Power Engineering EPC project in three links: risk countermeasure and control, and puts forward the feasible measures to deal with the risk management of power engineering project. The purpose of this paper is to analyze the representative transmission and transformation EPC project in Xinjiang, from the needs of project safety management, the consideration of project economic benefits and the requirements of the overall progress of the project. To carry out the risk assessment and countermeasure work, so as to realize the effective management of the risk, promote the Xinjiang electric power industry to better carry out the project management and participate in the market competition better, Better promote the development of Xinjiang electric power project general contracting project and improve the theory and practice level of Xinjiang electric power engineering project risk management, and then promote Xinjiang electric power project to develop faster and better.
