【摘要】：工程社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估已是當(dāng)前工程技術(shù)風(fēng)險(xiǎn)評(píng)估的重要內(nèi)容,而評(píng)估主體性問題是決定風(fēng)險(xiǎn)評(píng)估成效的核心問題。工程職業(yè)協(xié)會(huì)以獨(dú)立性、客觀性和公益性特征成為最為合理的評(píng)估主體。在遵守知情同意原則、利益和風(fēng)險(xiǎn)分配公正原則、預(yù)防原則的基礎(chǔ)上,工程職業(yè)協(xié)會(huì)推進(jìn)技術(shù)風(fēng)險(xiǎn)的識(shí)別與溝通,促進(jìn)公眾對(duì)工程風(fēng)險(xiǎn)評(píng)估結(jié)果的信任和認(rèn)可;利用倫理周期模型,更為細(xì)致地審查工程風(fēng)險(xiǎn)帶來的各種道德問題,達(dá)成一個(gè)多元道德反思的平衡,確定公眾可以接受的工程風(fēng)險(xiǎn),實(shí)現(xiàn)工程良性發(fā)展,保障公眾的安全、健康和福祉。
[Abstract]:Engineering social stability risk assessment is the important content of engineering risk assessment, and assessment of the main problem is the core problem of decision risk assessment results. The engineering occupation association with independence, objectivity and characteristics of public welfare has become the most reasonable evaluation subject. In compliance with the principle of informed consent, the distribution of benefits and risks based on the principles of justice, the principle of prevention, identification and communication engineering occupation association to promote technical risk, promote the public trust and approval of project risk assessment results; use ethics cycle model, more detailed review of the various moral problems of engineering risk brought by a pluralistic moral reflective equilibrium, project risk can be determined for the public, realize the benign development of the project, ensure public safety, health and well-being.
