【摘要】：綜合國(guó)外研究進(jìn)展介紹了污染場(chǎng)地健康風(fēng)險(xiǎn)評(píng)價(jià)的基礎(chǔ)理論和評(píng)價(jià)方法,基礎(chǔ)理論主要從人體攝取污染物質(zhì)的方式和機(jī)制以及污染物攝取劑量和人體健康效應(yīng)的關(guān)系兩方面開展討論。評(píng)價(jià)方法從數(shù)據(jù)收集、暴露評(píng)估、毒性評(píng)估和風(fēng)險(xiǎn)表征4方面進(jìn)行探討。在此基礎(chǔ)上,對(duì)評(píng)價(jià)方法進(jìn)行了探討,提出了“疊加風(fēng)險(xiǎn)”和“多暴露途徑同種污染物累計(jì)健康風(fēng)險(xiǎn)”的概念和計(jì)算方法,分析了中國(guó)開展污染場(chǎng)地健康風(fēng)險(xiǎn)評(píng)價(jià)的相關(guān)問題,指出構(gòu)建中國(guó)污染場(chǎng)地健康風(fēng)險(xiǎn)評(píng)價(jià)體系應(yīng)從制定法律入手,以典型污染場(chǎng)地風(fēng)險(xiǎn)評(píng)價(jià)為試點(diǎn),逐漸建立和完善風(fēng)險(xiǎn)評(píng)價(jià)指南和技術(shù)細(xì)則,最終完成包括法律法規(guī)、評(píng)價(jià)指南和技術(shù)細(xì)則等在內(nèi)的污染場(chǎng)地健康風(fēng)險(xiǎn)評(píng)價(jià)體系的建立。
[Abstract]:In this paper, the basic theories and methods of health risk assessment of polluted sites are introduced. The basic theory is mainly discussed from two aspects: the way and mechanism of intake of pollutants by human body and the relationship between the intake dose of pollutants and the effect of human health. Four aspects of toxicity assessment and risk characterization were discussed. On the basis of this, the evaluation methods were discussed, and the concepts and calculation methods of "superposition risk" and "cumulative health risk of the same pollutant with multiple exposure routes" were put forward. This paper analyzes on the problems related to the health risk assessment of contaminated sites in China, and points out that the construction of health risk assessment system for contaminated sites in China should start with the formulation of laws and take the risk assessment of typical contaminated sites as a pilot project. Gradually establish and improve the risk assessment guidelines and technical rules, and finally complete the establishment of health risk assessment system including laws and regulations, evaluation guidelines and technical rules, etc.
