新常態(tài)下我國資源勘探領(lǐng)域科技創(chuàng)新策略思考

【摘要】:經(jīng)濟(jì)發(fā)展"新常態(tài)"背景下,我國資源勘探這一傳統(tǒng)行業(yè)的發(fā)展面臨新的機(jī)遇和挑戰(zhàn)。為應(yīng)對資源供需矛盾,面對勘探深度和難度的提高、勘查投資下降和人才隊伍結(jié)構(gòu)待優(yōu)化等諸多不利因素,我國資源的勘查增儲必須堅持"拓淺攻深,降本增效"的發(fā)展方向,而科技創(chuàng)新是貫徹這一發(fā)展主線的重要保障。在科技攻關(guān)方面,我國現(xiàn)階段仍需不斷發(fā)展面向深部資源儲備的成礦成藏理論,提高勘探技術(shù)裝備的自主研發(fā)能力和實用化水平。在科技管理方面,管理理念需從研發(fā)管理為主轉(zhuǎn)向覆蓋科技創(chuàng)新全要素的創(chuàng)新管理。知識創(chuàng)新、技術(shù)創(chuàng)新和管理創(chuàng)新共同發(fā)力,才能使科技更好地服務(wù)我國資源勘探行業(yè)的可持續(xù)發(fā)展,為保障國家資源安全提供支撐。
[Abstract]:Under the background of "the new normal" of economic development, the development of the traditional industry of resource exploration in China is facing new opportunities and challenges. In order to deal with the contradiction between supply and demand of resources, facing with the increase of exploration depth and difficulty, the decline of exploration investment and the structure of qualified personnel to be optimized, the increasing and storing of resources in our country must adhere to the development direction of "extending shallow attack, reducing cost and increasing efficiency". And science and technology innovation is the important safeguard that carries out this one development main line. In the aspect of tackling the key problems of science and technology, we still need to develop the metallogenic reservoir theory for deep resource reserve, and improve the independent R & D ability and practical level of exploration technology equipment. In the aspect of science and technology management, the idea of management should be changed from research and development management to innovation management which covers all elements of science and technology innovation. Knowledge innovation, technological innovation and management innovation together can make science and technology better serve the sustainable development of our country's resource exploration industry, and provide support for ensuring the national resource security.
