基于DEA模型的新能源企業(yè)技術(shù)研發(fā)項(xiàng)目績(jī)效研究

【摘要】:近幾年來,我國(guó)新能源產(chǎn)業(yè)得到了迅速的發(fā)展,新能源對(duì)經(jīng)濟(jì)的促進(jìn)作用也越來越明顯,假以時(shí)日,世界能源結(jié)構(gòu)將發(fā)生天翻地覆的變化,生物質(zhì)能、風(fēng)能將“獨(dú)占鰲頭”。然而與之形成鮮明對(duì)比的是,我國(guó)新能源產(chǎn)業(yè)的發(fā)展可謂是舉步維艱。仔細(xì)分析歐美等國(guó)家的新能源產(chǎn)業(yè)發(fā)展路徑不難發(fā)現(xiàn),實(shí)現(xiàn)新能源產(chǎn)業(yè)高效可持續(xù)發(fā)展的必然途徑是利用技術(shù)研發(fā)推動(dòng)新能源產(chǎn)業(yè)的集約化和技術(shù)化發(fā)展。故而,當(dāng)務(wù)之急就是采用科學(xué)的方法探究我國(guó)新能源企業(yè)技術(shù)研發(fā)項(xiàng)目的績(jī)效,并結(jié)合研究結(jié)果證實(shí)技術(shù)研發(fā)資源配置、技術(shù)研發(fā)對(duì)于改善項(xiàng)目績(jī)效的重要性。如何正確運(yùn)用各種信息資料,對(duì)新能源上市企業(yè)的技術(shù)研發(fā)項(xiàng)目進(jìn)行科學(xué)的績(jī)效評(píng)價(jià),同時(shí)提出改善新能源企業(yè)技術(shù)研發(fā)項(xiàng)目績(jī)效的建議,這對(duì)于實(shí)現(xiàn)我國(guó)新能源產(chǎn)業(yè)的可持續(xù)發(fā)展意義重大。本文首先分析了新能源在我國(guó)的發(fā)展現(xiàn)狀及發(fā)展趨勢(shì),通過調(diào)查研究發(fā)現(xiàn)目前新能源產(chǎn)業(yè)成為世界各國(guó)實(shí)施可持續(xù)發(fā)展的戰(zhàn)略性支點(diǎn)同時(shí)新能源企業(yè)的技術(shù)創(chuàng)新越來越快。其次對(duì)新能源企業(yè)技術(shù)研發(fā)項(xiàng)目績(jī)效的評(píng)價(jià)因素進(jìn)行了深入的分析,研究了技術(shù)研發(fā)的投入和產(chǎn)出形式,討論了技術(shù)研發(fā)項(xiàng)目績(jī)效評(píng)價(jià)的維度和評(píng)價(jià)方法,其中由于數(shù)據(jù)包絡(luò)分析法(DEA)不必事先確定評(píng)價(jià)指標(biāo)的權(quán)重,因此能夠獲得十分客觀的績(jī)效評(píng)估結(jié)果。最后從靜態(tài)和動(dòng)態(tài)兩個(gè)方面對(duì)新能源上市企業(yè)技術(shù)研發(fā)項(xiàng)目績(jī)效進(jìn)行了評(píng)估。本文在評(píng)估新能源上市企業(yè)技術(shù)研發(fā)項(xiàng)目的靜態(tài)和動(dòng)態(tài)績(jī)效時(shí)分別引入了DEA模型以及Malmquist指數(shù),并通過搜集不同年份的資料,對(duì)比了不同能源企業(yè)之間的全要素生產(chǎn)率及其變化狀況。針對(duì)新能源分行業(yè)的技術(shù)研發(fā)項(xiàng)目績(jī)效的評(píng)價(jià)結(jié)果,分別從政府角度和企業(yè)自身角度給出了提升技術(shù)研發(fā)項(xiàng)目績(jī)效的建議。本課題所選取的研究實(shí)例是于深圳證券交易所和上海證券交易所上市的新能源企業(yè),共計(jì)57家。實(shí)例數(shù)據(jù)來源于這57家上市公司2010~2014年間的財(cái)務(wù)報(bào)告,同時(shí)以本研究構(gòu)建的模型為依托,采用定性與定量相結(jié)合的方式對(duì)研究對(duì)象的技術(shù)研發(fā)項(xiàng)目績(jī)效進(jìn)行了評(píng)估和分析,評(píng)估結(jié)果如下:我國(guó)新能源企業(yè)整體技術(shù)研發(fā)績(jī)效水平低下,但是仍呈現(xiàn)出緩慢增長(zhǎng)的趨勢(shì),各企業(yè)的技術(shù)研發(fā)績(jī)效水平因企業(yè)規(guī)模、技術(shù)實(shí)力、管理能力的不同而異。
[Abstract]:In recent years, the new energy industry of our country has been developed rapidly, and the promotion effect of new energy to economy is more and more obvious. In time, the energy structure of the world will be changed upside down, biomass energy and wind energy will dominate. However, in sharp contrast, the development of new energy industry in China is difficult. It is not difficult to find out that the inevitable way to realize the efficient and sustainable development of new energy industry is to use technology research and development to promote the intensive and technological development of new energy industry. Therefore, it is urgent to use scientific methods to explore the performance of technology R & D projects in new energy enterprises in China, and to confirm the importance of technology R & D in improving project performance by combining the research results with the allocation of technical R & D resources. How to correctly use all kinds of information to evaluate the technology R & D projects of new energy listed enterprises scientifically, and at the same time, put forward some suggestions to improve the performance of new energy enterprises' technology R & D projects. It is of great significance to realize the sustainable development of new energy industry in China. This paper first analyzes the current situation and development trend of new energy in China, and finds out that the new energy industry has become the strategic fulcrum of sustainable development in the world and the technological innovation of new energy enterprises is becoming faster and faster. Secondly, the factors of performance evaluation of technology R & D projects in new energy enterprises are deeply analyzed, the input and output forms of technology R & D are studied, and the dimensions and methods of performance evaluation of technology R & D projects are discussed. Because the data Envelopment Analysis (DEAA) does not need to determine the weight of the evaluation index in advance, it can obtain very objective results of performance evaluation. Finally, the performance of new energy listed enterprises is evaluated from static and dynamic aspects. In this paper, DEA model and Malmquist index are introduced to evaluate the static and dynamic performance of technology R & D projects of new energy listed enterprises, and the data of different years are collected. The total factor productivity (TFP) and its variation among different energy enterprises are compared. According to the evaluation results of technology R & D project performance in the new energy industry, the suggestions of improving the performance of technology R & D project are given from the point of view of government and enterprise. In this paper, 57 new energy enterprises listed on Shenzhen Stock Exchange and Shanghai Stock Exchange are selected. The example data are derived from the financial reports of 57 listed companies in 2010 and 2014. Meanwhile, based on the model constructed by this study, the performance of technical R & D projects is evaluated and analyzed by the combination of qualitative and quantitative methods. The results are as follows: the overall performance level of new energy enterprises in China is low, but it still shows a trend of slow growth. The performance level of technology research and development of different enterprises varies according to the scale, technical strength and management ability of enterprises.
