【摘要】：上世紀(jì)初以來,毒品犯罪已成為國際社會(huì)關(guān)注的焦點(diǎn)之一,很多國家都遭受到毒品犯罪的侵害,毒品犯罪作為全球性公害,各國政府都竭盡全力打擊之,但結(jié)果是越反越毒,遭受毒品犯罪侵害的地區(qū)和人口不斷擴(kuò)大,新型毒品更是愈演愈烈,嚴(yán)重影響到社會(huì)治安和地區(qū)穩(wěn)定。改革開放后,我國毒品犯罪日益猖獗,表現(xiàn)出各種各樣的特點(diǎn)和形勢,尤其是近年來,毒品犯罪案發(fā)量高,涉毒數(shù)額巨大,吸毒人員成倍增長,涉毒人員低齡化,女性吸毒群體基量成倍增加,毒品滲入校園,使得毒品犯罪的預(yù)防和打擊困難重重。毒品犯罪的案發(fā)率逐年增高,僅次于盜竊罪。雖然我國對(duì)毒品犯罪打擊一直持高壓態(tài)勢,但反毒效果并不理想,毒品犯罪未能得到有效遏制。本文針對(duì)我國目前毒品犯罪的蔓延之勢,從以下四個(gè)方面來分析我國毒品犯罪。首先,厘清毒品和毒品犯罪的概念,分析我國目前毒品犯罪所呈現(xiàn)出的特征;其次,我國毒品犯罪為何屢禁不止、越反越毒之原因分析,堅(jiān)持問題導(dǎo)向來考量我國在禁毒打擊毒品犯罪中的缺失;同時(shí),比對(duì)國外毒品犯罪現(xiàn)狀,借鑒國外打擊毒品犯罪的經(jīng)驗(yàn);最后,結(jié)合我國實(shí)際情況,分析我國現(xiàn)有毒品防控措施,構(gòu)筑良性的社會(huì)防控體系,以應(yīng)對(duì)我國當(dāng)前毒品犯罪的嚴(yán)峻形勢。
[Abstract]:Since the beginning of the last century, drug crimes have become one of the focuses of attention of the international community. Many countries have been victimized by drug crimes. As a global public hazard, the governments of all countries have made every effort to combat drug crimes, but the more they oppose the drug, the more they become poisoned. The area and population suffering from drug crime are expanding, and the new drug is becoming more and more serious, which seriously affects the social security and regional stability. Since the reform and opening up, drug crimes in China have become increasingly rampant, showing various characteristics and situations. In particular, in recent years, the number of drug-related crimes is high, the amount of drug-related crimes is huge, the number of drug addicts has increased exponentially, and the number of drug-related personnel is younger. The number of female drug users has increased exponentially and drugs have infiltrated the campus, making it difficult to prevent and combat drug crimes. The incidence of drug crimes has increased year by year, second only to theft. Although our country always maintains the high pressure situation to the drug crime, but the anti-drug effect is not ideal, the drug crime has not been effectively contained. In view of the spreading trend of drug crime in China, this paper analyzes the drug crime from the following four aspects. First, to clarify the concept of drugs and drug crimes, and to analyze the characteristics of drug crimes in our country at present; secondly, to analyze the reasons why drug crimes in our country have been repeatedly prohibited and become more and more poisonous. Adhere to the problem-oriented approach to consider the shortcomings of our country in cracking down on drug crimes; at the same time, compare the current situation of drug crimes in foreign countries and learn from foreign experiences in cracking down on drug-related crimes. Finally, combining with the actual situation in our country, This paper analyzes the existing drug prevention and control measures in China and constructs a benign social prevention and control system in order to deal with the severe situation of drug crime in our country.
