【摘要】： 戶籍制度改革是當前經(jīng)濟與社會發(fā)展必須解決的一個問題,此問題若不能妥善解決必將嚴重貽誤我國未來經(jīng)濟與社會的發(fā)展。因此研究如何破除戶籍改革中的各種障礙,解決戶籍改革過程中出現(xiàn)的問題,保障戶籍改革措施的有效實行具有十分重要的現(xiàn)實意義。 本文首先對戶籍制度以及相關概念進行了界定,對戶籍改革的必要性與地方政府在戶籍改革中所起的作用與意義做了簡單闡述,然后對地方政府在戶籍改革中的動力機制進行了分析,并結(jié)合長沙市的情況對地方政府在戶籍改革中的動力不足進行了深入的探討,主要從幾十年來長沙市戶籍改革進展緩慢,與其他省市相比改革步伐要小以及社會生活中農(nóng)民工的各種權(quán)利(勞動報酬權(quán)利與社會保障權(quán)利、就業(yè)權(quán)利、民主政治權(quán)利)缺乏以及權(quán)益得不到保障等方面反映出地方政府在戶籍改革中動力不足。對以地方政府在戶籍制度改革中動力不足的原因從動力結(jié)構(gòu)的角度進行了相關分析,以揭示出當前地方政府在戶籍改革過程中存在的種種問題。 在分析地方政府戶籍改革動力結(jié)構(gòu)的基礎上,本文從引力、壓力、推力、阻力四個作用力的角度出發(fā),結(jié)合戶籍改革中的問題,試著重新構(gòu)建地方政府戶籍改革的動力機制,主要有引力機制、社會反映機制、導向機制和利益保障機制。同時,由于戶籍制度與其他制度牽連甚廣,地方政府還必須重構(gòu)地方政府戶籍改革中的配套機制,這主要是從涉及到農(nóng)民工的各種社會制度來討論的。希望通過這些制度的重新構(gòu)建,能為正在進行的戶籍制度改革提供有意義的對策建議。
[Abstract]:The reform of household registration system is a problem that must be solved in the current economic and social development. If this problem is not properly solved, it will seriously hinder the future economic and social development of our country. Therefore, it is of great practical significance to study how to break down all kinds of obstacles in household registration reform, solve the problems in the process of household registration reform, and ensure the effective implementation of household registration reform measures. This paper first defines the household registration system and related concepts, and briefly expounds the necessity of the household registration reform and the role and significance of the local government in the household registration reform. Then it analyzes the motive mechanism of the local government in the household registration reform, and discusses deeply the lack of power of the local government in the household registration reform, mainly from decades of slow progress of the household registration reform in Changsha. Compared with other provinces and cities, the pace of reform is smaller and the rights of migrant workers in social life (the right to labor remuneration and the right to social security, the right to employment), The lack of democracy and political rights and the lack of protection of rights and interests reflect the lack of motivation of local governments in household registration reform. This paper analyzes the causes of the lack of motive power of local governments in the reform of household registration system from the angle of dynamic structure, in order to reveal the problems existing in the process of household registration reform of local governments at present. Based on the analysis of the dynamic structure of the local government's household registration reform, this paper tries to reconstruct the motive mechanism of the local government's household registration reform from the angle of gravity, pressure, thrust and resistance, combined with the problems in the household registration reform. There are mainly gravitational mechanism, social reflection mechanism, guiding mechanism and interest protection mechanism. At the same time, because the household registration system and other systems are very extensive, the local government must also reconstruct the supporting mechanism of the local government household registration reform, which is mainly discussed from the various social systems involving migrant workers. It is hoped that the re-construction of these systems can provide meaningful countermeasures and suggestions for the ongoing reform of the household registration system.
