【摘要】：我國在改革開放之后,原有的社會(huì)管理模式已經(jīng)不能適應(yīng)當(dāng)前新的發(fā)展需要,如今以城市基層服務(wù)為主體的社會(huì)服務(wù)內(nèi)容已經(jīng)不能滿足全方位社區(qū)工作的需要。社區(qū)建設(shè)的概念最早所在1991年提出,在這之后社區(qū)治安問題就成為了社區(qū)建設(shè)的重要內(nèi)容。社區(qū)警務(wù)是社區(qū)治安建設(shè)的重要平臺(tái),為了進(jìn)一步加強(qiáng)社區(qū)警務(wù)工作的建設(shè),發(fā)揮社區(qū)警務(wù)對于社區(qū)建設(shè)的重要推動(dòng)作用,公安部門和民政部門都大力推行社區(qū)警務(wù)工作的建設(shè)。在近幾年來我國實(shí)行社區(qū)警務(wù)工作的過程中,出現(xiàn)了許多的問題。本文從福州市社區(qū)警務(wù)建設(shè)的實(shí)踐出發(fā),結(jié)合文獻(xiàn)參考法、實(shí)證研究等方法,通過分析福州市社區(qū)警務(wù)建設(shè)的相關(guān)問題,結(jié)合國內(nèi)外社區(qū)警務(wù)工作先進(jìn)經(jīng)驗(yàn),從而提出福州市社區(qū)警務(wù)工作的發(fā)展戰(zhàn)略。本文對福州市社區(qū)警務(wù)的配置情況、警務(wù)運(yùn)作以及實(shí)現(xiàn)形式等進(jìn)行調(diào)查過后,雖然目前福州市已經(jīng)實(shí)現(xiàn)了社區(qū)警務(wù)信息化以及定崗定責(zé)的社區(qū)警務(wù)管理制度,還是出現(xiàn)了諸如:福州市社區(qū)警務(wù)的組織管理不健全、運(yùn)行機(jī)制不完善、群眾動(dòng)員能力差、社區(qū)警務(wù)能力缺乏等問題。在經(jīng)過全面的學(xué)習(xí)國內(nèi)外社區(qū)建設(shè)比較成功的經(jīng)驗(yàn)過后,筆者結(jié)合了福州市的實(shí)際情況,從社區(qū)警務(wù)的組織管理體系、警務(wù)保障機(jī)制、防控網(wǎng)絡(luò)構(gòu)建以及警務(wù)專業(yè)水平和群眾關(guān)系這幾個(gè)方面提出了解決問題的對策。
[Abstract]:After China's reform and opening up, the original social management model can no longer meet the needs of the new development. Nowadays, the social service content, which takes the urban grass-roots service as the main body, can no longer meet the needs of the omni-directional community work. The concept of community construction was first put forward in 1991, after which community security has become an important content of community construction. Community policing is an important platform for the construction of community security. In order to further strengthen the construction of community policing, community policing plays an important role in promoting community construction. Public security departments and civil affairs departments are vigorously promoting the construction of community policing work. In the process of carrying out community policing in China in recent years, there are many problems. Starting from the practice of community policing construction in Fuzhou, combining the methods of literature reference and empirical research, this paper analyzes the related problems of community policing construction in Fuzhou, and combines the advanced experience of community policing at home and abroad. Therefore, the development strategy of community policing in Fuzhou is put forward. After investigating the configuration, operation and realization form of community policing in Fuzhou, although Fuzhou has realized the information of community policing and the community policing management system with fixed post and responsibility, There are still some problems such as: the organization and management of community policing in Fuzhou is not perfect, the operation mechanism is not perfect, the ability of mass mobilization is poor, the ability of community policing is lacking, and so on. After a comprehensive study of the relatively successful experience of community construction at home and abroad, the author combines the actual situation of Fuzhou, from the community policing organization and management system, police security mechanism, The construction of prevention and control network, the professional level of police and the relationship between the masses are put forward to solve the problem.
