【摘要】： 戶籍制度在我國起源甚早,其內(nèi)容涉及人戶基本信息的登記統(tǒng)計、人口的遷徙流動等,政治控制與經(jīng)濟管理是其最重要的兩項職能。 戶籍制度改革之所以喊了多年卻沒有真正放開,因為我國現(xiàn)行的戶籍制度承載了太多的利益。要實現(xiàn)我國城鄉(xiāng)基本公共服務(wù)均等化,以及城鄉(xiāng)經(jīng)濟社會發(fā)展的一體化,關(guān)鍵是要有系統(tǒng)的制度安排與制度創(chuàng)新。戶籍制度改革的呼聲很高,但一直沒有取得突破性進展。研究怎樣推進以改善民生為重點的和諧社會建設(shè),怎樣使戶籍制度改革落到實處,從而打破城鄉(xiāng)分割的二元社會結(jié)構(gòu),最終實現(xiàn)城鄉(xiāng)居民在社會福利及各種社會權(quán)利上的統(tǒng)一,這是戶籍改革的重點和難點問題。本文主要通過分析戶籍制度產(chǎn)生的歷史沿革,以及戶籍制度對城鄉(xiāng)公共服務(wù)的影響,從而在以民生為重點的公共服務(wù)角度下,多角度分析戶籍制度的影響因素,提出相應(yīng)改革措施,探討我國戶籍制度改革的方向。
[Abstract]:The household registration system has a very early origin in China. Its content involves the registration statistics of the basic information of the people, the migration and migration of the population and so on. Political control and economic management are the two most important functions of the household registration system.
The reform of the household registration system has not been truly liberalized for many years, because the current household registration system in China has carried too much interest. To realize the equalization of basic public services in urban and rural areas and the integration of urban and rural economic and social development, the key is to have systematic institutional arrangements and institutional innovation. The voice of the reform of the household registration system is very high, But no breakthrough has been made. How to promote the construction of a harmonious society focusing on the improvement of the people's livelihood, how to make the reform of the household registration system put into practice, so as to break the two yuan social structure of the urban and rural division, and finally realize the unity of the urban and rural residents in social welfare and social rights, which is the key and difficult point of the household registration reform. By analyzing the historical evolution of the household registration system and the influence of the household registration system on the urban and rural public service, this paper analyzes the influence factors of the household registration system in the perspective of the public service focusing on the people's livelihood, and puts forward the corresponding reform measures to discuss the direction of the reform of the household registration system in China.
