韓國文化貿(mào)易的成功對中國的啟示

【摘要】: 作為當代人類社會新的財富創(chuàng)造形態(tài),文化貿(mào)易在全球范圍內(nèi)迅速發(fā)展并改變著傳統(tǒng)的經(jīng)濟形式,對世界格局、經(jīng)濟發(fā)展趨勢和可持續(xù)發(fā)展產(chǎn)生了重要影響,已經(jīng)成為推動經(jīng)濟增長、培育創(chuàng)新能力、增強地區(qū)、國家和城市綜合競爭力的重要因素,日益引起國際社會的普遍關(guān)注。 韓國在文化貿(mào)易方面取得了令人矚目的成就,基本實現(xiàn)了韓國文化的現(xiàn)代化。韓國現(xiàn)代化模式的最鮮明特點是重視人的精神因素,,即文化因素,可以說,文化是韓國經(jīng)濟成功的深層底蘊。目前韓國文化在亞洲乃至世界都產(chǎn)生了較大影響,特別是在亞洲已成為別國爭相效仿的楷模。韓國的成功關(guān)鍵在于能充分地發(fā)掘本民族特色的文化傳統(tǒng),使之與現(xiàn)代化的生產(chǎn)方式、生產(chǎn)經(jīng)驗以及先進的國際營銷手段融合起來,重視人才培養(yǎng),在人才的培養(yǎng)上給予資金、制度的優(yōu)惠條件,通過種種的努力把文化資源的比較優(yōu)勢轉(zhuǎn)化為文化產(chǎn)品在國際市場上的競爭優(yōu)勢。綜上,韓國文化貿(mào)易成功的主要原因為政府的大力支持、優(yōu)秀人才的培養(yǎng)、先進的國際營銷手段和充裕的資金支持。 跨入21世紀以來,中國日益成為世界經(jīng)濟體系的一個重要組成部分,中國已成為全球經(jīng)濟發(fā)展最快、吸引外資最多的國家之一。然而,中國在文化貿(mào)易方面遠遠落后于國家對外貿(mào)易的總體增幅,并且存在巨大的逆差。中韓兩國文化交流的歷史源遠流長,文化發(fā)展彼此緊密相連。自從1992年中韓建交以來,兩國彼此互通互惠。韓國文化貿(mào)易的成功經(jīng)驗對我國具有借鑒作用。中國政府、文化產(chǎn)業(yè)以及文化企業(yè)應(yīng)該積極主動地學習韓國文化貿(mào)易的成功經(jīng)驗以促進我國文化貿(mào)易的發(fā)展。 本文首先介紹了當今世界文化產(chǎn)業(yè)與貿(mào)易的發(fā)展狀況、文化產(chǎn)業(yè)和文化貿(mào)易的定義、特點等基本知識和概念,接著文章分析了韓國文化貿(mào)易的現(xiàn)狀,尤其介紹了韓國文化產(chǎn)業(yè)的三大支柱—影視業(yè)、網(wǎng)絡(luò)游戲業(yè)和卡通動漫業(yè)的發(fā)展狀況并總結(jié)了其文化貿(mào)易發(fā)展的成功經(jīng)驗。然后文章以影視產(chǎn)業(yè)、表演業(yè)及出版業(yè)為例分析了中國文化貿(mào)易的基本發(fā)展情況,找出阻礙我國文化貿(mào)易發(fā)展的因素。結(jié)合韓國的成功經(jīng)驗,文章最后從政府導向、產(chǎn)業(yè)發(fā)展措施及企業(yè)自身行為等方面提出了促進我國文化貿(mào)易發(fā)展的幾點思考。我國政府應(yīng)該積極轉(zhuǎn)變政府職能,制定鼓勵文化產(chǎn)業(yè)出口的文件,拓寬投融資渠道,加強知識產(chǎn)權(quán)立法。文化產(chǎn)業(yè)要完善人才培養(yǎng)機制,培養(yǎng)適應(yīng)文化產(chǎn)業(yè)發(fā)展的多方位人才,還要配合政府制定適合文化產(chǎn)業(yè)發(fā)展的政策,支持和鼓勵我國文化產(chǎn)品走出去。文化企業(yè)也要熟悉國際市場的運作規(guī)律并能夠駕馭國際市場復雜局面,做好國際市場營銷工作,形成一批在國際市場有影響力的文化品牌,逐步改變文化產(chǎn)品出口嚴重逆差的局面,增強我國文化實力和國際競爭力。
[Abstract]:As a new form of wealth creation in contemporary human society, cultural trade develops rapidly in the global scope and changes the traditional economic forms, which has an important impact on the world pattern, economic development trend and sustainable development. It has become an important factor to promote economic growth, cultivate innovation ability, and enhance the comprehensive competitiveness of regions, countries and cities, which has increasingly attracted the attention of the international community. South Korea has made remarkable achievements in cultural trade and basically realized the modernization of Korean culture. The most distinctive feature of the Korean modernization model is to attach importance to the spiritual factor, that is, the cultural factor, which can be said to be the deep content of Korea's economic success. At present, Korean culture has exerted great influence in Asia and the world, especially in Asia, which has become a model for other countries to emulate. The key to South Korea's success lies in being able to fully explore the cultural traditions of its own national characteristics, integrate them with modern production methods, production experience and advanced international marketing means, attach importance to the cultivation of talents, and provide funds for the cultivation of talents. The preferential conditions of the system transform the comparative advantage of cultural resources into the competitive advantage of cultural products in the international market through all kinds of efforts. To sum up, the main reasons for the success of Korean cultural trade are the strong support of the government, the cultivation of excellent talents, advanced international marketing methods and abundant financial support. Since entering the 21st century, China has increasingly become an important part of the world economic system. China has become one of the fastest developing countries in the world economy and attracting the most foreign investment. However, China's cultural trade lags far behind the overall growth rate of the country's foreign trade, and there is a huge deficit. Cultural exchanges between China and South Korea have a long history and cultural development is closely linked with each other. Since the establishment of diplomatic relations between China and South Korea in 1992, the two countries have exchanged mutual benefits. The successful experience of Korean cultural trade can be used for reference in our country. The Chinese government, cultural industry and cultural enterprises should actively learn from the successful experience of Korean cultural trade in order to promote the development of cultural trade in China. This paper first introduces the development of cultural industry and trade in the world, the definition and characteristics of cultural industry and trade, and then analyzes the current situation of Korean cultural trade. In particular, this paper introduces the development of the three pillars of Korean cultural industry-film and TV industry, online game industry and cartoon industry, and summarizes its successful experience in the development of cultural trade. Then taking film and television industry, performance industry and publishing industry as examples, this paper analyzes the basic development of Chinese cultural trade and finds out the factors that hinder the development of Chinese cultural trade. Combined with the successful experience of South Korea, the article finally puts forward some thoughts on promoting the development of cultural trade in China from the aspects of government guidance, industrial development measures and enterprises' own behavior. Our government should actively change its functions, formulate documents to encourage the export of cultural industries, broaden the channels of investment and financing, and strengthen the legislation of intellectual property rights. The cultural industry should perfect the talent training mechanism, train the multi-directional talents who adapt to the development of the cultural industry, and cooperate with the government to formulate the policy suitable for the development of the cultural industry, to support and encourage the cultural products of our country to go out. Cultural enterprises should also be familiar with the rules of operation of the international market, be able to control the complex situation of the international market, do a good job in international marketing, and form a number of cultural brands with influence in the international market. Gradually change the situation of serious deficit in the export of cultural products and strengthen our cultural strength and international competitiveness.
