【摘要】：2007年《中華人民共和國(guó)政府信息公開條例》的頒布,正式將公共圖書館納入了政府信息公開體系。公共圖書館開展政府信息公開服務(wù)的主要目的是為了實(shí)現(xiàn)政府信息資源在政府和公眾之間的再分配,使政府信息服務(wù)于社會(huì)發(fā)展,這也體現(xiàn)了服務(wù)型政府“服務(wù)”于公眾的理念。公共圖書館政府信息公開需要以公眾的實(shí)際需求為出發(fā)點(diǎn),并考慮公眾對(duì)相關(guān)服務(wù)的滿意度,否則就會(huì)背離其服務(wù)于公眾的本意。因此,本文在現(xiàn)有研究成果的基礎(chǔ)上,從公眾滿意度的角度開展公共圖書館提供政府信息公開服務(wù)的調(diào)查研究,為我國(guó)公共圖書館政府信息公開服務(wù)工作的開展提出相關(guān)建議。目前,國(guó)內(nèi)關(guān)于公共圖書館政府信息公開服務(wù)滿意度的研究尚處于起步階段。本文首先對(duì)公共圖書館政府信息公開服務(wù)的理論研究和實(shí)踐發(fā)展等的國(guó)內(nèi)外研究現(xiàn)狀和發(fā)展趨勢(shì)進(jìn)行了分析,并闡述了開展公共圖書館政府信息公開服務(wù)公眾滿意度研究的必要性。其次,依據(jù)美國(guó)顧客滿(ACSI)模型的基本思想選取公眾期望、感知績(jī)效、公共圖書館政府信息公開服務(wù)的成熟度、公眾抱怨、公眾信任六個(gè)變量為潛在影響因素,并結(jié)合我國(guó)公共圖書館政府信息公開服務(wù)的現(xiàn)狀和特點(diǎn)解析出可測(cè)影響因素,建立公共圖書館政府信息公開服務(wù)公眾滿意度影響因素的評(píng)價(jià)指標(biāo)體系。最后,對(duì)公共圖書館政府信息公開服務(wù)公眾滿意度進(jìn)行了實(shí)證調(diào)查研究,以西安市市民為調(diào)查對(duì)象,通過(guò)調(diào)查問(wèn)卷了解公眾對(duì)公共圖書館政府信息公開服務(wù)的滿意程度,經(jīng)分析得出感知績(jī)效、公共圖書館政府信息公開成熟度、公眾信任等因素對(duì)公眾滿意度具有較大的影響,并結(jié)合我國(guó)公共圖書館開展政府信息公開服務(wù)的現(xiàn)狀提出了相關(guān)建議和對(duì)策。
[Abstract]:The promulgation of the regulations of the people's Republic of China on the publicity of Government Information in 2007, The main purpose of public libraries to open government information is to realize the redistribution of government information resources between the government and the public, and to make the government information serve the social development. This also reflects the idea that the service-oriented government "serves" the public. The public library government information disclosure needs to take the actual needs of the public as the starting point, and consider the public satisfaction with the related services. Otherwise, it will deviate from the original intention of serving the public. Therefore, based on the existing research results, this paper carries out the investigation and research on the public library providing government information disclosure service from the perspective of public satisfaction. This paper puts forward some suggestions for the development of government information disclosure service in public libraries of our country. At present, The domestic research on the satisfaction degree of government information disclosure service in public libraries is still in its infancy. Firstly, this paper studies the current situation and development of the theory and practice of government information disclosure service in public libraries both at home and abroad. The trend of the exhibition is analyzed. It also expounds the necessity of the research on the public satisfaction of public information disclosure service in public libraries. Secondly, according to the basic idea of American customer full ACSI model, the author selects the public expectation and perceives the performance. The maturity of the public library government information disclosure service, the public complaint, the public trust six variables are the potential influencing factors, and combined with the present situation and characteristics of the public library government information disclosure service, the measurable influencing factors are analyzed. Finally, the paper makes an empirical investigation on the public satisfaction degree of the public information disclosure service of public libraries, taking the citizens of Xi'an as the object of investigation, and establishes the evaluation index system of the public satisfaction degree of the public information disclosure service of the public library. Through the questionnaire to understand the degree of public satisfaction with the public library government information disclosure services, through the analysis of perceived performance, public library government information disclosure maturity, public trust and other factors have a greater impact on public satisfaction. Some suggestions and countermeasures are put forward in combination with the present situation of public library service of government information disclosure in our country.
