清代六部司官的“烏布”

【摘要】:"烏布"是清代六部中標(biāo)識司官職務(wù)名目的滿語稱呼,包括掌印、主稿、幫印、幫稿、管股等。掌印和主稿最先出現(xiàn),并在乾隆年間形成掌印、主稿對所辦事務(wù)負責(zé)的制度。嘉道時期,又出現(xiàn)幫印、幫稿、管股等一系列名目,烏布演化為一種與官缺分離的職位序列。官缺由吏部銓選,決定司官的資格、薪俸、待遇,烏布則由本部堂官任命,決定司官在部內(nèi)的日常工作與所需承擔(dān)的責(zé)任。清末新官制改革時期,又出現(xiàn)司長、局長、科長、股長、科員等"新烏布"。烏布進一步演化為一套新的職事官體系,與現(xiàn)代職官制度接軌。
[Abstract]:The "Ubud" is a full-language address of the title of the official position in the six parts of the Qing Dynasty, including the palm print, the main draft, the print, the help, the management unit and so on. The palm print and the main manuscript appear first, and the master copy is responsible for the affairs of the office during the period of Emperor Qianlong. The time of the Jia Dao, and a series of names such as the print, the help, the tube stock and so on, the Ubud evolved into a position sequence which is separated from the official. The official shortage is selected by the Department of Administration, determines the qualifications, the salaries and the treatment of the officers, and the Ubud is appointed by the first officer of the department to determine the daily work and the responsibility of the division. In the period of the reform of the new official system in the late Qing Dynasty, the Chief, the Director, the Chief of the Chief, the Chief of the Chief, the Cocoon and other "New Ubud". Ubud is further developed into a new system of service officials, which is in line with the modern civil service system.
