雍乾時期西寧辦事大臣建制考述

【摘要】：清廷平定羅卜藏丹津叛亂后,在借鑒康熙朝遣官辦理青海事務(wù)的基礎(chǔ)上,于雍正三年(1725年)正式設(shè)立了"欽差總理青海蒙古番子事務(wù)大臣",代表中央政權(quán)全面統(tǒng)管青海民族地區(qū)軍政。其后隨著青海社會的逐漸穩(wěn)定,乾隆在雍正設(shè)立西寧辦事大臣的基礎(chǔ)上對這一重要的民族地區(qū)管理建制多有調(diào)整,其間既有員額、人選、任期、養(yǎng)廉銀等具體內(nèi)容上的不斷規(guī)范和充實,也有過兩次臨時裁撤西寧辦事大臣的動搖決定;乾隆時期對西寧辦事大臣建制的調(diào)整使西寧辦事大臣建制漸趨完善,同時也折射出清廷對青海統(tǒng)治政策發(fā)生大的微妙變化。
[Abstract]:After the Qing Dynasty calmed down the rebellion of Robzang Danjin, on the basis of drawing lessons from the Emperor Kangxi's dispatch officers to handle Qinghai affairs, In the third year of Yongzheng (1725), the Minister of Mongolian Affairs of Qinghai Province was formally established, representing the central government to control the military affairs in Qinghai ethnic areas. After that, with the gradual stability of the Qinghai society, Qianlong, on the basis of the establishment of the Xining minister of affairs at Yongzheng, made many adjustments to the management system of this important ethnic area, during which time there were posts, candidates, and terms of office. The constant standardization and enrichment of the concrete contents such as raising lien and silver have also resulted in two temporary abolitions of the Xining Minister of State; the adjustment of the Xining Minister's system during the Qianlong period made the Xining Minister's system gradually perfect. At the same time, it also reflects the Qing Dynasty's great subtle changes to Qinghai's ruling policy.
