　　在當(dāng)今世界,沒有全球互聯(lián)網(wǎng)和新的信息通信技術(shù),全球發(fā)展是不可想象的。信息通信技術(shù)日益滲透到數(shù)百萬人的日常生活中,改變了通常的模式和刻板印象,促進(jìn)了向信息社會的過渡,在這個社會中,信息成為發(fā)展的戰(zhàn)略資源,國家轉(zhuǎn)向運(yùn)作的電子軌道。信息社會的有效管理在全球和地方兩個層面上仍在發(fā)展,如果沒有電子管理系統(tǒng),就不可能實(shí)施和改進(jìn)。隨著信息和通信領(lǐng)域技術(shù)進(jìn)步的步伐加快,信息的規(guī)模呈指數(shù)級增長。這一事實(shí)導(dǎo)致資料過時和更新,因此負(fù)責(zé)的當(dāng)局面臨著創(chuàng)造新的、完美的儲存和傳播資料的方法的任務(wù),通過這種方法,將有可能創(chuàng)造一個統(tǒng)一的資料空間。除了國家和公民,這也對大型企業(yè)感興趣,其盈利能力直接取決于國家信息發(fā)展水平。眾所周知,許多國家的電子政府項(xiàng)目已經(jīng)成為創(chuàng)新發(fā)展的動力。特別是,在教育和衛(wèi)生保健機(jī)構(gòu)發(fā)生了質(zhì)變,改善了環(huán)境質(zhì)量,使公民在實(shí)踐中體驗(yàn)到國家使用創(chuàng)新技術(shù)的好處。電子政務(wù)是公共管理的形式和方法,向公民開通使用信息和通信技術(shù),提供企業(yè)和其他部門服務(wù)。目前,使用電子信息技術(shù)提供公共服務(wù)是公共管理的主要議題之一。為了國家的可持續(xù)發(fā)展,必須分析和確定俄羅斯聯(lián)邦各區(qū)域在以電子形式提供公共服務(wù)方面發(fā)展的關(guān)鍵成功因素和障礙...
