【摘要】：在協(xié)商民主被引起重視之前,選舉民主在我國(guó)的民主政治建設(shè)中一直占據(jù)主導(dǎo)性地位,而且也顯示出強(qiáng)大的生命力。協(xié)商民主則被認(rèn)為是一種“后選舉時(shí)代”的民主,它是對(duì)選舉民主的一種補(bǔ)充,但隨著改革開(kāi)放以來(lái)我國(guó)在經(jīng)濟(jì)、社會(huì)、文化等各方面的快速發(fā)展,選舉民主也逐漸暴露出了一些缺陷與不足。 基層民主建設(shè)是我國(guó)社會(huì)主義民主政治發(fā)展的重要組成部分,自我國(guó)實(shí)行基層群眾自治制度以來(lái),基層民主建設(shè)也越發(fā)顯得重要。進(jìn)入21世紀(jì)以來(lái),協(xié)商民主理論自西方國(guó)家被引入國(guó)內(nèi),掀起了持續(xù)的研究熱潮,這是為什么呢?協(xié)商民主在我國(guó)其理論和實(shí)踐是如何發(fā)展的?特別是在基層民主建設(shè)中它又是如何實(shí)踐、發(fā)展的呢?我國(guó)基層民主建設(shè)與協(xié)商民主發(fā)展之間存在什么樣的關(guān)系?這些都是本文將要討論的問(wèn)題。 本文試圖抓住兩種民主的共同點(diǎn)——都追求促進(jìn)我國(guó)社會(huì)主義民主政治建設(shè)——進(jìn)行分析,將協(xié)商民主的發(fā)展放在我國(guó)基層民主建設(shè)這個(gè)大背景下進(jìn)行論述,探討了協(xié)商民主在這一背景下應(yīng)該如何更好的發(fā)展,以及對(duì)二者之間的相互作用、相互關(guān)系進(jìn)行了展望。 本文的寫(xiě)作框架主要分為六個(gè)部分,第一部分,導(dǎo)論。這部分主要介紹了論文的選題背景、研究的意義及其研究的方法；第二部分對(duì)協(xié)商民主的基本內(nèi)容及其對(duì)基層民主建設(shè)的意義進(jìn)行了分析梳理；第三部分則分析了基層協(xié)商民主的實(shí)踐及存在的問(wèn)題；第四部分則分析了基層民主建設(shè)以及協(xié)商民主在基層的嵌入條件,其實(shí)也是體現(xiàn)協(xié)商民主的現(xiàn)實(shí)發(fā)展與理想之間存在的差距；第五部分則在基層民主建設(shè)的背景下分析了發(fā)展協(xié)商民主的措施；第六部分則對(duì)全文進(jìn)行了簡(jiǎn)要總結(jié)并提出展望。
[Abstract]:Before the importance of deliberative democracy, electoral democracy had always occupied a dominant position in the construction of democratic politics in our country, and it also showed strong vitality. Consultative democracy was considered to be a kind of "post-election era" democracy. It is a supplement to electoral democracy, but with the rapid development of economy, society, culture and so on since the reform and opening up, electoral democracy has gradually exposed some defects and deficiencies. The construction of grass-roots democracy is an important part of the development of socialist democratic politics in China. Since the implementation of the grass-roots mass autonomy system, grass-roots democratic construction has become more and more important. Since 21th century, The theory of deliberative democracy has been introduced into China from western countries, which has set off a continuous research boom. Why? How does the theory and practice of deliberative democracy develop in China? In particular, how does it develop and practice in the construction of democracy at the grass-roots level? What is the relationship between the construction of grass-roots democracy and the development of consultative democracy in China? These are the issues to be discussed in this paper. This paper attempts to grasp the common ground of the two kinds of democracy-both pursue to promote the construction of socialist democratic politics in China-to analyze and discuss the development of consultative democracy under the background of the building of democracy at the grass-roots level in our country. This paper probes into how to develop the deliberative democracy better under this background, and looks forward to the interaction and relationship between the two. The framework of this paper is divided into six parts, the first part, introduction. This part mainly introduces the background of the thesis, the significance of the research and the research methods; The second part analyzes the basic content of consultative democracy and its significance to the construction of grass-roots democracy, the third part analyzes the practice and existing problems of grass-roots consultative democracy. The 4th part analyzes the basic level democracy construction and the embedded condition of the consultative democracy at the grass-roots level, which is actually the gap between the reality development and the ideal of the consultative democracy. Part 5th analyzes the measures of developing consultative democracy under the background of grass-roots democracy construction, and part 6th summarizes the whole paper and puts forward the prospect.
