【摘要】：在社會(huì)治理創(chuàng)新背景下,網(wǎng)絡(luò)化治理的理論發(fā)展與實(shí)踐創(chuàng)新為我們進(jìn)行以政社互動(dòng)為導(dǎo)向的社區(qū)公共服務(wù)研究提供了新思路。文本在論證網(wǎng)格化治理理論本土適應(yīng)性的基礎(chǔ)上,探討網(wǎng)絡(luò)化治理中社區(qū)公共服務(wù)供給框架,進(jìn)而對(duì)地方社區(qū)公共服務(wù)的實(shí)踐創(chuàng)新進(jìn)行分析。政社合作是社區(qū)公共服務(wù)供給的共性選擇,而社會(huì)力量的行政性依賴(lài)、政社互動(dòng)的契約性流失以及社區(qū)公共服務(wù)的供給側(cè)結(jié)構(gòu)性失衡等為社區(qū)公共服務(wù)網(wǎng)絡(luò)化治理的共性限度。因此,構(gòu)建社區(qū)公共服務(wù)供給的網(wǎng)絡(luò)化治理體系,關(guān)鍵在于供給側(cè)改革、體制機(jī)制創(chuàng)新和多元保障支撐,重點(diǎn)在于突出社區(qū)公共服務(wù)供給的有效性、優(yōu)化社區(qū)公共服務(wù)的操作路徑以及完善社區(qū)公共服務(wù)的支撐系統(tǒng),從而形成社區(qū)公共服務(wù)網(wǎng)絡(luò)化治理的整體合力。
[Abstract]:Under the background of social governance innovation, the theoretical development and practical innovation of networked governance provide us with a new idea for the study of community public service guided by the interaction of government and society. This paper probes into the framework of community public service supply in networked governance, and then analyzes the practical innovation of local community public service. Political and social cooperation is the common choice of community public service supply, while the administrative dependence of social forces. The contract loss of the interaction between government and society and the supply-side structural imbalance of community public service are the common limits of networked governance of community public service. Therefore, the network governance system of community public service supply should be constructed. The key lies in supply-side reform, institutional mechanism innovation and pluralistic support, with emphasis on highlighting the effectiveness of community public service supply, optimizing the operation path of community public service and perfecting the supporting system of community public service. Thus forms the community public service network governs the overall resultant force.
