【摘要】：國(guó)家安全是陸港博弈的政治底線。在國(guó)家安全的審視下,香港政制改革受阻、"港獨(dú)"意識(shí)抬頭均是陸港博弈失衡的表現(xiàn)�；貧w之初相對(duì)寬松的對(duì)港策略使香港反對(duì)派形成策略誤判,回歸20年政治安全風(fēng)險(xiǎn)不降反增考驗(yàn)著"一國(guó)兩制"的政治活力。香港政治中存在著法律自治與政治自治落差、特首非黨化與政黨政治悖論以及協(xié)商民主與自由民主理念分野等二律背反的情境。如何推進(jìn)香港民主政治發(fā)展,仰賴于陸港雙方尋求妥協(xié)與協(xié)商的藝術(shù),謀求更為廣泛的政治認(rèn)同、更為靈活的安全立法、更為明確的政治中立以及更為有效的管治聯(lián)盟,進(jìn)而推進(jìn)香港協(xié)商政治的實(shí)踐,不斷發(fā)展與完善"一國(guó)兩制"的政治構(gòu)想。
[Abstract]:National security is the political bottom line of the dry port game. Hong Kong's political reform has been blocked, and the rising awareness of "Hong Kong independence" is a manifestation of the imbalance in the game between the mainland and the mainland. At the beginning of the reunification, the relatively loose strategy towards Hong Kong led the Hong Kong opposition to misjudge the strategy. The political vitality of "one country, two systems" has been tested by the political security risks in Hong Kong since the return of 20 years. There is a gap between legal autonomy and political autonomy in the politics of Hong Kong. How to promote the development of democracy in Hong Kong depends on the art of seeking compromise and negotiation between the mainland and Hong Kong, how to promote the development of democracy in Hong Kong. We will seek wider political identity, more flexible security legislation, clearer political neutrality and more effective governance alliance, thus promoting the practice of political consultation in Hong Kong, and continuously developing and perfecting the political concept of "one country, two systems".
