【摘要】：協(xié)商民主在中國的基層實踐遵循的是嵌入式的生長路徑,高度仰賴地方政府的制度性供給,也就必然受其目標理念、組織結(jié)構(gòu)以及政治環(huán)境等要素的影響。在體制性塑造下,基層協(xié)商民主實踐整體呈現(xiàn)出民主與治理間的徘徊與整合,表現(xiàn)為當前各地以"協(xié)商民主"為名的基層實踐存在回應型、自治型和咨詢型協(xié)商三種不同類型;協(xié)商制度設計和運行中更多地"利用"體制內(nèi)資源和手段而非"探索"科學的協(xié)商技術(shù);在協(xié)商參與者的選擇上沿襲著以群體為本位的代表邏輯,在代表類型和范圍上有所拓展;推動實踐的主導力量由政治精英擴展到例如人大、政協(xié)等體制內(nèi)組織,它們由此激活了原本被"虛置"的政治權(quán)力。當前的基層協(xié)商實踐呈現(xiàn)出本土性特色,但仍需完善與拓展才可能實現(xiàn)國家與社會相互依賴的"雙向民主化"轉(zhuǎn)型。
[Abstract]:The grassroots practice of deliberative democracy in China follows the embedded growth path. Depending highly on the institutional supply of local governments, it is bound to be influenced by its objective concept, organizational structure and political environment. The whole practice of grass-roots consultation democracy presents the wandering and integration between democracy and governance, which shows that there are three different types of grass-roots practice in the name of "deliberative democracy", autonomous type and consultation type. In the design and operation of the consultation system, the resources and means within the system are more "utilized" than the "explore" scientific negotiation techniques, and the representative logic based on the group is followed in the selection of consultation participants. In terms of the type and scope of representation, the leading force in promoting practice has been extended from the political elite to organizations within systems such as the National people's Congress and the Chinese people's political Consultative Conference. From this, they activate the political power that was originally "empty". The current practice of grass-roots consultation presents its local characteristics, but it still needs to be perfected and expanded in order to realize the transformation of "bi-directional democratization", which the state and society depend on each other.
