【摘要】：自1986年民政部制定1986—1990年五年規(guī)劃以來,我國養(yǎng)老服務(wù)的市場化探索已經(jīng)進(jìn)行了三十年。從初始階段的"政府包辦"到后來"養(yǎng)老服務(wù)市場化、產(chǎn)業(yè)化"的變遷,這種探索深刻體現(xiàn)了我國經(jīng)濟(jì)社會轉(zhuǎn)型期的特征。2011年以來,我國政府從產(chǎn)業(yè)調(diào)整和經(jīng)濟(jì)轉(zhuǎn)型的高度對養(yǎng)老服務(wù)業(yè)進(jìn)行重新認(rèn)識,不斷推進(jìn)養(yǎng)老服務(wù)市場化改革。但在實踐中,政府權(quán)責(zé)定位不當(dāng)、市場運行效率不高、市場供給能力有限等仍是改革過程中所面臨的難點問題。為深入推進(jìn)改革,需要從宏觀、中觀、微觀的不同層面就頂層設(shè)計、管理機(jī)制、服務(wù)內(nèi)容等多方面持續(xù)改進(jìn)和完善,以實現(xiàn)為老年人提供更加優(yōu)質(zhì)服務(wù)的終極目標(biāo)。
[Abstract]:Since 1986, when the Ministry of Civil Affairs formulated the five-year plan for 1986-1990, the marketization of pension services in China has been explored for 30 years. From the initial stage of "government arranged" to the later "old-age service marketization, industrialization" changes. Since 2011, our government has reunderstood the old-age service industry from the height of industrial adjustment and economic transformation, and has been pushing forward the market-oriented reform of pension service continuously, but in practice, this kind of exploration reflects the characteristics of our country's economic and social transition period. The improper positioning of government power and responsibility, the low efficiency of market operation and the limited supply capacity of the market are still the difficult problems in the reform process. In order to advance the reform in depth, we need to design the top level from different levels of macro, medium and micro. Management mechanism, service content and other aspects of continuous improvement and improvement, in order to achieve the ultimate goal of providing more quality services for the elderly.
