湖南省縣級(jí)公安機(jī)關(guān)警務(wù)績(jī)效管理評(píng)估機(jī)制構(gòu)建研究

【摘要】: 隨著我國(guó)政治和經(jīng)濟(jì)體制改革的不斷深化,我國(guó)公安機(jī)關(guān)體制和隊(duì)伍的改革正在不斷加強(qiáng),特別是近幾年來(lái),如何推進(jìn)警察管理的科學(xué)化、合理化,日益成為值得關(guān)注的問題。作為其核心內(nèi)容的績(jī)效評(píng)估機(jī)制研究,更是成為問題的重中之重。而目前在理論上,對(duì)如何有效開展績(jī)效評(píng)估,還論述得不多。因此,本文試圖通過(guò)調(diào)查和研究,構(gòu)建一個(gè)比較科學(xué)合理的警務(wù)績(jī)效管理評(píng)估機(jī)制,以期在實(shí)踐中對(duì)公安部門更好地提高工作成績(jī)發(fā)揮一定的促進(jìn)作用。 本文首先介紹了論文的研究背景、研究意義、國(guó)內(nèi)外研究的現(xiàn)狀,并對(duì)我國(guó)及湖南省縣級(jí)公安機(jī)關(guān)目前的績(jī)效評(píng)估機(jī)制現(xiàn)狀進(jìn)行了綜合和分析,同時(shí)剖析了現(xiàn)有評(píng)估機(jī)制中存在的問題,建立了調(diào)查的理論基礎(chǔ)。然后,對(duì)警務(wù)績(jī)效評(píng)估機(jī)制的內(nèi)涵、建立的基本原則、警務(wù)績(jī)效的相關(guān)要素進(jìn)行了分析,并以行為錨定等級(jí)法為考核的基本方法建立了湖南省縣級(jí)公安機(jī)關(guān)警務(wù)績(jī)效評(píng)估機(jī)制。再次,以湖南省益陽(yáng)市桃江縣公安機(jī)局做為應(yīng)用研究對(duì)象,在分析了該公安機(jī)關(guān)的基本概況的情況下,將已建立的評(píng)估模型應(yīng)用于個(gè)案機(jī)關(guān)的績(jī)效測(cè)評(píng)中,形成了發(fā)展的戰(zhàn)略地圖。最后,結(jié)合個(gè)案機(jī)關(guān)的應(yīng)用,探討了該績(jī)效評(píng)估機(jī)制建立之后在我省縣級(jí)公安機(jī)關(guān)運(yùn)用中可能存在的障礙并提出了解決方案。
[Abstract]:With the deepening of the reform of political and economic system in our country, the reform of public security organs and ranks is being strengthened constantly. Especially in recent years, how to promote the scientific and rational management of the police has become a problem worthy of attention day by day. As its core content, the research of performance evaluation mechanism has become the most important problem. But at present, in theory, how to carry out the performance appraisal effectively, also does not discuss much. Therefore, this paper attempts to establish a more scientific and reasonable police performance management evaluation mechanism through investigation and research, in order to play a certain role in promoting public security departments to improve their work performance in practice. This paper first introduces the research background, research significance, the current situation of domestic and foreign research, and analyzes the current performance evaluation mechanism of county public security organs in Hunan Province. At the same time, the existing problems in the evaluation mechanism are analyzed, and the theoretical basis of the investigation is established. Then, the connotation of police performance evaluation mechanism, the establishment of the basic principles, the relevant elements of police performance are analyzed, and based on the behavior anchoring grade method, the police performance evaluation mechanism of the county public security organs in Hunan Province is established. Thirdly, taking the bureau of public security machine of Taojiang County, Yiyang City, Hunan Province as the applied research object, after analyzing the basic situation of the public security organ, the established evaluation model is applied to the performance evaluation of the individual organ. A strategic map of development was formed. Finally, combined with the application of the case organ, this paper discusses the possible obstacles existing in the application of the performance evaluation mechanism in the county public security organs of our province and puts forward some solutions.
