試論社區(qū)教育在預(yù)防青少年犯罪中的作用

【摘要】:近年來,隨著社會的發(fā)展,,由于社會環(huán)境、家庭環(huán)境、學(xué)校環(huán)境等因素的不斷變化,青少年犯罪呈現(xiàn)出犯罪數(shù)量多、犯罪主體低齡化、犯罪類型多元化、犯罪手段暴力化、犯罪形式團伙化等特點。青少年犯罪問題已經(jīng)引起社會的廣泛關(guān)注。2004年,隨著《中共中央國務(wù)院關(guān)于進一步加強和改進未成年人思想道德建設(shè)的若干意見》的制定和頒布,如何更好地加強青少年的思想政治教育從而減少青少年犯罪已經(jīng)成為社會各界的熱點話題。 社區(qū)作為青少年除學(xué)校之外接觸最多的社會場所,他們的知識更新、娛樂休閑、社交學(xué)習(xí)、健康鍛煉等活動很大一部分是在社區(qū)中完成的。粗略的統(tǒng)計一下,一年中在校的青少年大約有160多個假日、休息日是生活在社區(qū)中的,也就是一年的三分之一還多的時間是在社區(qū)中度過的。加之現(xiàn)在的青少年基本上都是獨生子女,父母大多工作較忙,因此教育他們合理安排好在學(xué)校以外的時間,引導(dǎo)他們開展健康有益的各種校外活動,提高他們的思想道德素質(zhì)就成為社區(qū)教育工作的一個重要組成部分。 本文從分析青少年犯罪的原因入手,在對中國社區(qū)教育的現(xiàn)狀進行描述的基礎(chǔ)上,指出了社區(qū)教育在預(yù)防青少年犯罪中的意義和作用,針對中國社區(qū)教育在預(yù)防青少年犯罪方面的狀況,提出了強化社區(qū)教育職能預(yù)防青少年犯罪的具體做法。通過研究,最終總結(jié)出社區(qū)預(yù)防青少年犯罪的理想的教育模式,即成立街道、社區(qū)兩級工作機構(gòu),建立基本工作隊伍、志愿者隊伍和社會監(jiān)督員隊伍三支社區(qū)預(yù)防青少年犯罪的工作隊伍,完善目標管理責(zé)任制、信息調(diào)查機制、青少年事務(wù)協(xié)調(diào)處理機制和跟蹤幫教機制四套工作機制。
[Abstract]:In recent years, with the development of society, due to the constant changes of social environment, family environment, school environment and other factors, juvenile delinquency presents a large number of crimes, the subject of crime is younger, the types of crime are diversified, and the means of crime are violent. The form of crime is organized and so on. The issue of juvenile delinquency has aroused widespread concern in society. In 2004, with the formulation and promulgation of the "opinions of the CPC Central Committee and the State Council on further strengthening and improving the ideological and moral Construction of minors", How to strengthen the ideological and political education of teenagers to reduce juvenile delinquency has become a hot topic. Community is the most social place for teenagers besides school. Most of their activities, such as knowledge renewal, recreation, social learning and healthy exercise, are accomplished in the community. Roughly speaking, there are more than 160 holidays for teenagers in school each year, and rest days are in the community, that is, more than 1/3 of the year's time is spent in the community. In addition, today's teenagers are basically only children, and most of their parents are busy at work. So they are taught to arrange their time outside school properly and guide them to various healthy and beneficial out-of-school activities. Improving their ideological and moral quality has become an important part of community education. Based on the analysis of the causes of juvenile delinquency and the description of the present situation of community education in China, this paper points out the significance and role of community education in the prevention of juvenile delinquency. In view of the situation of community education in preventing juvenile delinquency in China, this paper puts forward some concrete measures to strengthen the function of community education to prevent juvenile delinquency. Through research, the ideal education model for community prevention of juvenile delinquency is concluded, that is, setting up two working organizations at street level and community level, and establishing basic work force. Volunteer team and social supervisor team in three communities to prevent juvenile delinquency work team, improve the target management responsibility system, information investigation mechanism, youth affairs coordination and handling mechanism and tracking help and education mechanism four sets of working mechanisms.
