【摘要】： 群體性事件是我國社會(huì)轉(zhuǎn)型期各種社會(huì)矛盾的綜合反映,嚴(yán)重威脅著社會(huì)穩(wěn)定和社會(huì)和諧,已成為各級(jí)政府著力解決的熱點(diǎn)、重點(diǎn)和難點(diǎn)問題。加強(qiáng)對(duì)群體性事件預(yù)防機(jī)制的研究,對(duì)于政府有效地規(guī)避社會(huì)風(fēng)險(xiǎn),預(yù)防群體性事件,促進(jìn)社會(huì)穩(wěn)定與和諧具有一定的理論價(jià)值和現(xiàn)實(shí)意義。 全文共分三個(gè)部分: 文章第一部分通過對(duì)我國社會(huì)轉(zhuǎn)型期群體性事件現(xiàn)狀的描述,闡述群體性事件的概念、類型、特點(diǎn)和危害�，F(xiàn)階段,我國群體性事件主要是由利益矛盾引發(fā),一定數(shù)量人員(通常是弱勢群體)參與的為實(shí)現(xiàn)特定目的而采取非法手段對(duì)公共秩序和社會(huì)安全造成一定影響的體制外的行為。 文章第二部分從社會(huì)、經(jīng)濟(jì)、政治和心理層面分析群體性事件發(fā)生的原因。群體性事件是一種復(fù)雜的社會(huì)現(xiàn)象,是社會(huì)變遷過程中多種因素綜合作用的結(jié)果。社會(huì)轉(zhuǎn)型期矛盾凸現(xiàn)、利益分配不公、制度化的利益表達(dá)渠道不暢、法治缺失、社會(huì)政策弱勢和社會(huì)心理失衡是誘發(fā)群體性事件的主要原因。 文章第三部分從素質(zhì)要求、制度平臺(tái)、組織保障和技術(shù)支持等四個(gè)方面探討群體性事件預(yù)防機(jī)制的構(gòu)建。群體性事件的預(yù)防不僅需要發(fā)揮政府的核心作用,而且需要發(fā)揮企業(yè)、媒體和非政府組織的作用。通過完善相關(guān)的法律、社會(huì)政策,建立健全社會(huì)安全預(yù)警系統(tǒng)和社會(huì)心理調(diào)控機(jī)制,全面、系統(tǒng)、動(dòng)態(tài)地規(guī)避和化解社會(huì)風(fēng)險(xiǎn),防止群體性事件的發(fā)生。
[Abstract]:Group events are a comprehensive reflection of all kinds of social contradictions in the period of social transformation in our country, which seriously threaten social stability and social harmony, and have become a hot, important and difficult problem for governments at all levels to solve. To strengthen the study on the prevention mechanism of mass incidents has certain theoretical value and practical significance for the government to effectively avoid social risks, prevent group incidents and promote social stability and harmony. This paper is divided into three parts: the first part of the article describes the current situation of mass events in the transition period of our country, and expounds the concept, types, characteristics and harm of group events. At the present stage, mass incidents in China are mainly caused by conflicts of interest. Behavior outside the system in which a certain number of people (usually vulnerable groups) are involved in the use of illegal means to achieve specific ends that have a certain impact on public order and social security. The second part analyzes the causes of group events from the social, economic, political and psychological levels. Group event is a complex social phenomenon and the result of various factors in the process of social change. In the period of social transformation, the contradictions, unfair distribution of benefits, the lack of institutionalized channels of interest expression, the lack of rule of law, the weak social policy and the social psychological imbalance are the main reasons for inducing mass events. The third part discusses the construction of group incident prevention mechanism from four aspects: quality requirement, system platform, organization guarantee and technical support. The prevention of mass incidents requires not only the central role of government, but also the role of enterprises, media and NGOs. By perfecting relevant laws and social policies, establishing and perfecting the early warning system of social security and the mechanism of social psychological regulation and control, comprehensively, systematically and dynamically avoiding and resolving social risks and preventing the occurrence of mass incidents.
