【摘要】：廈門市公安局在偵防分開、偵審合一、優(yōu)化破案機(jī)制等刑偵體制改革方面取得了明顯的成效。但是，隨著改革的不斷深入，一些矛盾和問(wèn)題日漸凸現(xiàn)：一是認(rèn)識(shí)不一，信心不足，，影響深化改革的決心。二是警力配置不合理，影響刑偵改革效能。三是刑警素質(zhì)不高成為深化改革的瓶頸。四是打防脫節(jié)，難以形成合力。深化刑偵改革是時(shí)代的要求、形勢(shì)的需要，全體民警應(yīng)端正思想，樹立信心；各級(jí)公安機(jī)關(guān)領(lǐng)導(dǎo)面對(duì)改革中的復(fù)雜情況，應(yīng)加強(qiáng)調(diào)查研究，因地制宜；當(dāng)前從人數(shù)、硬件條件入手，建設(shè)規(guī)范的刑警中隊(duì)是改革的當(dāng)務(wù)之急；改革中必須正確處理好打防關(guān)系、刑偵改革與刑警人事管理制度改革的關(guān)系、刑偵改革與發(fā)展刑事科學(xué)技術(shù)的關(guān)系。
[Abstract]:The Xiamen Public Security Bureau has achieved remarkable results in the reform of the criminal investigation system, such as separation of investigation and defense, integration of investigation and investigation, optimization of the criminal investigation mechanism, etc. However, with the deepening of the reform, some contradictions and problems have emerged day by day: first, there are different understandings. Lack of confidence affects the determination to deepen the reform. Second, the unreasonable allocation of police forces affects the efficiency of the criminal investigation reform. Third, the poor quality of criminal police has become the bottleneck of deepening the reform. Deepening the reform of criminal investigation is the requirement of the times, all the police should correct their thoughts and build up their confidence, and the leaders of the public security organs at all levels should strengthen investigation and study in the face of the complex situation in the reform and take measures according to the local conditions. At present, starting with the number of people and hardware conditions, it is urgent to build a standardized Interpol team. In the reform, we must correctly handle the relationship between attacking and defending, and the relationship between the criminal investigation reform and the reform of the personnel management system of criminal police. The relationship between the reform of criminal investigation and the development of criminal science and technology.
