【摘要】： 網(wǎng)絡(luò)科技論文發(fā)表是研究人員之間一種公開、正式,而且及時、高效的學(xué)術(shù)交流媒介,同時能夠體現(xiàn)一個國家基礎(chǔ)研究和應(yīng)用的創(chuàng)新成果,也反映了其科技發(fā)展的進(jìn)程和學(xué)術(shù)制高點所在,因此為了不斷促進(jìn)科網(wǎng)絡(luò)發(fā)表科技論文的發(fā)展,提高其學(xué)術(shù)質(zhì)量,擴(kuò)大我國科技論文在世界上的影響,創(chuàng)建和完善快速有效的科技論文交流平臺,就需要確立一個穩(wěn)定、規(guī)范的學(xué)術(shù)影響力評價標(biāo)準(zhǔn),并構(gòu)建一個科學(xué)、客觀的動態(tài)網(wǎng)絡(luò)發(fā)表科技論文學(xué)術(shù)影響力的評價體系。 本文應(yīng)用定性和定量相結(jié)合的方法,從促進(jìn)網(wǎng)絡(luò)科技論文發(fā)展的角度出發(fā),理論聯(lián)系實際,通過分析網(wǎng)絡(luò)發(fā)表科技論文及其所附載體期刊的特征,綜合運用文獻(xiàn)調(diào)查法、專家估測法、層次分析法和綜合指數(shù)法等評價方法,根據(jù)已有的相關(guān)研究對評價指標(biāo)進(jìn)行分析和選取,確定其科學(xué)性和可操作性,從而構(gòu)建網(wǎng)絡(luò)發(fā)表科技論文學(xué)術(shù)影響力的評價指標(biāo)體系。利用MATLAB和SPSS軟件處理所采集的數(shù)據(jù),通過應(yīng)用研究來驗證體系構(gòu)建的可行性,使所構(gòu)建網(wǎng)絡(luò)發(fā)表科技論文學(xué)術(shù)影響力的評價體系客觀、科學(xué)。 網(wǎng)絡(luò)科技論文發(fā)表有利于我國的創(chuàng)新性科學(xué)思想和科學(xué)技術(shù)更及時、更有效的傳播和交流,建立長期穩(wěn)定的、規(guī)范化、可操作實施的網(wǎng)絡(luò)科技論文發(fā)表的綜合評價指標(biāo)體系,對逐步完善網(wǎng)絡(luò)發(fā)表科技論文的發(fā)展起到?jīng)Q定性作用,同時,對實現(xiàn)我國科技資源的有效配置、提高科技資源的有效利用、并加快我國科技成果轉(zhuǎn)化為現(xiàn)實生產(chǎn)力也有重要的意義。
[Abstract]:The publication of the network science and technology paper is an open, formal, and timely, efficient academic communication medium among the researchers, and it can also reflect the innovative achievements of the basic research and application of a country. It also reflects the process of the development of science and technology and the height of the academic commanding point. Therefore, the development of scientific and technological papers for the continuous promotion of the science and technology of the science and technology has been promoted. It is necessary to establish a stable, standardized evaluation standard for academic influence and to establish a scientific and objective dynamic network to publish the evaluation system of the influence of scientific and technological literature on the influence of academic quality, the influence of the scientific paper in the world, and the establishment and improvement of the rapid and effective exchange platform for scientific and technological papers.
This paper, based on the combination of qualitative and quantitative methods, from the perspective of promoting the development of network science and technology papers, linking theory with practice, through the analysis of the characteristics of published scientific papers and the periodicals of the attached body, comprehensively uses the methods of literature survey, expert estimation, analytic hierarchy process and comprehensive index method, according to the existing correlation. The evaluation index is analyzed and selected to determine its scientificity and operability, so as to construct an evaluation index system for the academic influence of scientific papers published by the network. Use MATLAB and SPSS software to deal with the data collected and verify the feasibility of the system construction through application research, so that the network will publish the academic shadow of scientific paper. The evaluation system of the ringing force is objective and scientific.
The publication of network science and technology papers is beneficial to our country's innovative scientific ideas and science and technology more timely, more effective communication and communication, the establishment of a long-term stable, standardized, and operable network scientific and technological papers published comprehensive evaluation index system, to gradually improve the development of the network published scientific and technological papers play a decisive role, at the same time, It is also important to realize effective allocation of scientific and technological resources, improve the effective utilization of scientific and technological resources, and speed up the transformation of scientific and technological achievements into real productive forces.
