【摘要】：城市更新是城市發(fā)展中必然面臨的問(wèn)題。近年來(lái)，中國(guó)城市更新逐漸向多元化轉(zhuǎn)變。對(duì)于利益的追求，以提高經(jīng)濟(jì)價(jià)值為目標(biāo)的城市更新，必然會(huì)造成對(duì)城市可持續(xù)發(fā)展考慮的不足，引發(fā)各種社會(huì)問(wèn)題。城市更新過(guò)程中必然涉及到各方利益的調(diào)整，因此，項(xiàng)目策劃方法應(yīng)運(yùn)而生，在城市發(fā)展中扮演著越來(lái)越重要的角色。 論文從項(xiàng)目策劃的方法入手，采用理論研究和實(shí)證案例相結(jié)合的研究方法，分別從“理論概述”、“問(wèn)題尋找”、“價(jià)值判斷”、“規(guī)劃策劃"、“案例分析”五個(gè)層次展開(kāi)論述，通過(guò)對(duì)城市更新規(guī)劃進(jìn)行整體性的考量，尋求城市更新規(guī)劃的優(yōu)化途徑，提高城市更新規(guī)劃的科學(xué)性和實(shí)效性。 論文著重分析了我國(guó)城市更新規(guī)劃的發(fā)展現(xiàn)狀和當(dāng)前規(guī)劃中存在的問(wèn)題，借鑒項(xiàng)目策劃相關(guān)理論與方法，通過(guò)對(duì)城市更新涉及的地方政府、開(kāi)發(fā)商和社會(huì)公眾等利益主體之間關(guān)系的討論，對(duì)城市更新規(guī)劃的利益取向進(jìn)行判斷，提出在市場(chǎng)行為和政府行為等多重因素影響下空間資源的合理分配是公共利益得已實(shí)現(xiàn)的有效途徑，，并探討具體的實(shí)現(xiàn)方法。在此基礎(chǔ)上，本文對(duì)城市更新規(guī)劃分別從項(xiàng)目策劃的原則、項(xiàng)目程序的策劃和項(xiàng)目策劃的要點(diǎn)等方面展開(kāi)論述，并結(jié)合合肥市芳草日化地塊更新規(guī)劃項(xiàng)目進(jìn)行案例實(shí)證研究，進(jìn)一步論證和修正了本文的結(jié)論。
[Abstract]:Urban renewal is an inevitable problem in urban development. In recent years, China's urban renewal has gradually changed to diversification. The pursuit of interests and the renewal of cities with the goal of improving economic value will inevitably lead to inadequate consideration of the sustainable development of cities and lead to various social problems. In the process of urban renewal, it is necessary to adjust the interests of all parties. Therefore, the project planning method emerges as the times require and plays an increasingly important role in urban development. This paper starts with the method of project planning, adopts the research method of combining theoretical research and empirical case, respectively from "theoretical overview", "problem finding", "value judgment", "planning", respectively. This paper discusses the five levels of "case analysis", and through the holistic consideration of urban renewal planning, seeks for the optimization of urban renewal planning to improve the scientific and practical effect of urban renewal planning. This paper focuses on the analysis of the status quo of urban renewal planning in our country and the existing problems in the current planning, drawing on the relevant theories and methods of project planning, and through the local governments involved in urban renewal. The discussion of the relationship between the developer and the public, and the judgment of the interest orientation of urban renewal planning, It is put forward that the rational allocation of space resources is an effective way to realize the public interest under the influence of many factors such as market behavior and government behavior, and the concrete realization method is discussed. On this basis, this paper discusses the urban renewal planning from the principles of project planning, the planning of project procedures and the main points of project planning, and carries out an empirical case study on the renewal planning project of Fangcao plot in Hefei. The conclusion of this paper is further demonstrated and revised.
