【摘要】：中國共產(chǎn)黨第十八次代表大會上正式提出了“提高海洋資源開發(fā)能力,發(fā)展海洋經(jīng)濟,保護海洋生態(tài)環(huán)境,堅決維護國家海洋權益,建設海洋強國�！钡膽�(zhàn)略目標并做出部署。在這一背景下我國海洋事業(yè)迎來快速發(fā)展的關鍵時期,也是建設海洋人才的關鍵時期。如何在發(fā)展海洋事業(yè)中充分發(fā)揮好海洋人才這一戰(zhàn)略資源的作用,全力推進海洋事業(yè)的蓬勃發(fā)展,共同建設海洋強國具有重要意義。本文通過搜集整理海洋人才建設的有關文獻,分析整理相關領域的統(tǒng)計資料,采用文獻分析法、統(tǒng)計分析法等研究方法。首先對海洋強國和海洋人才的定義進行了界定,分析了海洋強國和海洋人才建設的內(nèi)在聯(lián)系。其次梳理了我國海洋主管部門在海洋強國背景下為加強海洋人才建設所進行的實踐和努力。最后通過數(shù)據(jù)分析了我國當前海洋人才建設中存在的不足和問題,主要包括:海洋人才供給不足;海洋人才地區(qū)分布不均衡;復合型海洋人才依然短缺;海洋人才專業(yè)分布結構不合理;高層次海洋人才匱乏等。本文針對人才培養(yǎng)中存在的問題嘗試性地提出了完善海洋人才建設頂層設計;鼓勵涉海院校改革培養(yǎng)模式;構建海洋終生教育體系;加大資金投入力度;創(chuàng)新人才引進方式等建議,希望能夠為加強海洋人才建設,推進海洋強國建設提供參考。
[Abstract]:At the 18th Congress of the Communist Party of China (CPC), it was formally put forward that "to improve the ability of marine resources development, to develop marine economy, to protect the marine ecological environment, and to resolutely safeguard the state's marine rights and interests." Under this background, our country's marine enterprise ushered in the key period of rapid development. It is also a key period for the construction of marine talents. How to give full play to the role of marine talents as a strategic resource in the development of marine undertakings, and to promote the vigorous development of marine undertakings. It is of great significance to build a powerful marine country together. This paper analyzes and collates the statistical data of related fields by collecting and sorting out the relevant documents of marine talents construction, and adopts the literature analysis method. Firstly, the definition of ocean power and marine talents is defined. This paper analyzes the internal relations between the marine power and the marine talents construction. Secondly, it combs the practice and efforts made by the marine authorities in China to strengthen the marine talents construction under the background of the marine powerful nation. Finally, the author analyzes me through the data. The deficiencies and problems existing in the current construction of marine talents in China. The main contents are as follows: the supply of marine talents is insufficient; The regional distribution of marine talents is not balanced; There is still a shortage of compound marine talents; The distribution structure of marine talents is unreasonable; Aiming at the problems existing in the training of talents, this paper tries to improve the top-level design of marine talents construction. To encourage colleges and universities involved in the sea to reform the training model; Constructing marine lifelong education system; Increase the investment of funds; The author hopes to provide reference for strengthening the construction of marine talents and promoting the construction of ocean power.
