【摘要】：2013年是國(guó)際戰(zhàn)略格局加速調(diào)整的一年,也是普京重返克里姆林宮后欲使俄羅斯浴火重生、實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)全面發(fā)展以及重振大國(guó)雄風(fēng)的一年。然而,這一年俄羅斯經(jīng)濟(jì)增長(zhǎng)乏力,宏觀經(jīng)濟(jì)指標(biāo)欠佳,凸現(xiàn)出經(jīng)濟(jì)結(jié)構(gòu)不合理、經(jīng)濟(jì)發(fā)展缺乏內(nèi)生動(dòng)力和可持續(xù)性的深層問(wèn)題。為刺激經(jīng)濟(jì)增長(zhǎng),俄羅斯政府采取了一系列措施,但成效不彰。在內(nèi)政領(lǐng)域,普京為緩和國(guó)內(nèi)政治分歧,對(duì)政治體制進(jìn)行微調(diào),在杜馬選舉、地方行政長(zhǎng)官產(chǎn)生辦法問(wèn)題上有所回?cái)[,并加大了整治政權(quán)黨和貪腐問(wèn)題的力度。在對(duì)外政策領(lǐng)域,普京借勢(shì)出擊,在推進(jìn)歐亞一體化建設(shè)、烏克蘭、敘利亞、伊朗、斯諾登等問(wèn)題上有所斬獲,俄中關(guān)系持續(xù)深入,俄在亞太地位有所提升,但俄美、俄歐關(guān)系進(jìn)一步惡化。由于俄羅斯總體實(shí)力下滑。因此其2013年的外交勝利更多是戰(zhàn)術(shù)性而非戰(zhàn)略性的。金融危機(jī)之后,大國(guó)綜合國(guó)力競(jìng)爭(zhēng)在新能源革命、新工業(yè)革命、新軍事革命以及國(guó)家治理水平等領(lǐng)域全面展開(kāi),俄羅斯的戰(zhàn)略發(fā)展前景究竟如何,值得學(xué)術(shù)界密切關(guān)注。
[Abstract]:The year 2013 is a year of accelerated adjustment of the international strategic pattern, and a year of Putin's return to the Kremlin to revive Russia, achieve comprehensive economic and social development, and revive the power of a great country. However, the lack of economic growth and poor macroeconomic indicators in Russia this year highlights the deep problems of irrational economic structure and lack of endogenous motivation and sustainability of economic development. To stimulate economic growth, the Russian government has taken a series of measures, but the results. In the field of internal affairs, Putin has made minor adjustments to the political system in order to ease domestic political differences. In the Duma election, the method of selecting local administrators has been reversed, and efforts have been stepped up to tackle the party of political power and the problem of corruption. In the field of foreign policy, Putin seized the opportunity to attack and made gains on the issues of promoting Eurasian integration, Ukraine, Syria, Iran, Snowden, etc., Russia-China relations continued to deepen, Russia's position in the Asia-Pacific region was raised, but Russia and the United States, Relations between Russia and Europe have deteriorated further. As Russia's overall strength declines. So its diplomatic victory in 2013 was more tactical than strategic. After the financial crisis, the competition in the new energy revolution, the new industrial revolution, the new military revolution and the level of national governance of the big countries has been carried out in an all-round way. The prospect of Russia's strategic development should be paid close attention to by the academic circles.
