【摘要】：本文依據(jù)科學發(fā)展觀和縣域經(jīng)濟理論，論證了縣域經(jīng)濟科學發(fā)展的必要性�？h域經(jīng)濟科學發(fā)展水平的衡量與評價需要通過科學的評價指標體系來完成。本文遵循科學性、可行性、完整性等原則，同時在借鑒國內(nèi)學者研究成果基礎(chǔ)上，，構(gòu)建了一套涵蓋經(jīng)濟、民生、環(huán)境資源三個方面的縣域經(jīng)濟科學發(fā)展水平評價指標體系。在此基礎(chǔ)上，依據(jù)大連縣域發(fā)展特點，運用縣域經(jīng)濟科學發(fā)展水平評價指標體系，結(jié)合大連縣域經(jīng)濟社會發(fā)展統(tǒng)計數(shù)據(jù)調(diào)查，并運用層次分析法從經(jīng)濟發(fā)展、民生改善、環(huán)境及資源保護等方面對大連縣域的科學發(fā)展的程度和水平進行了評價，找出了大連縣域科學發(fā)展的薄弱環(huán)節(jié)，提出了促進大連縣域經(jīng)濟科學發(fā)展的對策和建議，為大連縣域經(jīng)濟科學發(fā)展提供科學依據(jù)。 為此，本文總體分為六個大部分。 第一部分是緒論,主要闡述本文研究的目的性和意義，對國內(nèi)外已有研究文獻進行綜述、闡述本文研究思路、研究內(nèi)容與研究方法。 第二部分是本文研究的理論基礎(chǔ)。主要研究了縣域經(jīng)濟科學發(fā)展的基本概念和基本理論。 第三部分對縣域經(jīng)濟科學發(fā)展評價指標體系和評價方法進行了研究。包括指標體系的功能、構(gòu)建原則,評價方法和評價體系。 第四部分在上述研究基礎(chǔ)上，從經(jīng)濟、民生、資源環(huán)境等方面對大連縣域經(jīng)濟科學發(fā)展水平進行統(tǒng)計描述和定性分析。 第五部分應用在第三部分構(gòu)建的評價指標體系和層次分析法，對2009年至2011年大連“三市一縣”科學發(fā)展水平進行具體的分析與評價。 第六部分針對大連縣域經(jīng)濟科學發(fā)展的評價結(jié)果,提出針對性的政策建議,旨在促進大連縣域經(jīng)濟的科學發(fā)展。
[Abstract]:Based on the concept of scientific development and the theory of county economy, this paper demonstrates the necessity of scientific development of county economy. The measurement and evaluation of the scientific development level of county economy need to be completed by scientific evaluation index system. This paper follows the principles of science, feasibility, integrity and so on. At the same time, based on the research results of domestic scholars, this paper constructs an evaluation index system of the scientific development level of county economy covering three aspects: economy, people's livelihood and environmental resources. On this basis, according to the characteristics of the county development in Dalian, using the evaluation index system of the level of scientific development of the county economy, combining with the statistical data investigation of the economic and social development of the county in Dalian, and applying the analytic hierarchy process to improve the economic development and people's livelihood, This paper evaluates the degree and level of scientific development in Dalian county from the aspects of environment and resource protection, finds out the weak links of scientific development in Dalian county, and puts forward some countermeasures and suggestions to promote the scientific development of economy in Dalian county. To provide scientific basis for the scientific development of Dalian county economy. Therefore, this paper is divided into six parts. The first part is the introduction, mainly expounds the purpose and significance of this study, summarizes the existing research literature at home and abroad, expounds the research ideas, research contents and research methods. The second part is the theoretical basis of this study. This paper mainly studies the basic concept and theory of the development of county economy science. The third part studies the evaluation index system and evaluation method of county economy scientific development. Including the function of index system, construction principle, evaluation method and evaluation system. The fourth part, on the basis of the above research, makes a statistical description and qualitative analysis on the scientific development level of Dalian county economy from the aspects of economy, people's livelihood, resources and environment. The fifth part applies the evaluation index system and analytic hierarchy process constructed in the third part to analyze and evaluate the scientific development level of "three cities and one county" in Dalian from 2009 to 2011. In the sixth part, according to the evaluation results of the scientific development of Dalian county economy, some policy suggestions are put forward to promote the scientific development of Dalian county economy.
