【摘要】：“城鎮(zhèn)化”被中央提上發(fā)展議程可以從第十五屆中央委員第五次會(huì)議追溯起，會(huì)議上正式通過(guò)了我國(guó)第十個(gè)五年計(jì)劃的文件。文件中指出要“積極妥善地推進(jìn)城鎮(zhèn)化”。在之后各種文件與報(bào)告中“城鎮(zhèn)化”一詞的應(yīng)用頻率日益增長(zhǎng)，，可見中央對(duì)于城鎮(zhèn)化的重視一日更甚一日。2012年，李克強(qiáng)同志多次闡釋“城鎮(zhèn)化”釋放內(nèi)需的潛力、拉動(dòng)經(jīng)濟(jì)的機(jī)理，強(qiáng)調(diào)了“城鎮(zhèn)化”蘊(yùn)含著將來(lái)經(jīng)濟(jì)增長(zhǎng)不可估量的動(dòng)力。十八大報(bào)告還明確指出城鎮(zhèn)化是推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重點(diǎn)。 在這樣的大背景之下，云南省城鎮(zhèn)化也是政府工作的重點(diǎn)之一，但云南省發(fā)展城鎮(zhèn)化多年以來(lái)，由于地形復(fù)雜、民族眾多等自然與人文因素，發(fā)展成效不是特別突出，從2000年以來(lái)，云南省的城鎮(zhèn)化率都一直處于我國(guó)的低水平行列。因此，深入了解云南省城鎮(zhèn)化和經(jīng)濟(jì)發(fā)展的關(guān)系，發(fā)現(xiàn)云南省城鎮(zhèn)化進(jìn)程中的問題，并尋求解決之道對(duì)云南省城鎮(zhèn)化發(fā)展具有深刻的理論與現(xiàn)實(shí)意義。 本文除引言外共分四個(gè)部分。第一部分首先介紹了城鎮(zhèn)化的內(nèi)涵和我國(guó)城鎮(zhèn)化的發(fā)展歷程，并從自然環(huán)境、人口狀況、經(jīng)濟(jì)發(fā)展?fàn)顩r以及歷史等方面來(lái)定位云南省的城鎮(zhèn)化發(fā)展程度。第二部分，研究了云南省城鎮(zhèn)化和經(jīng)濟(jì)發(fā)展的量化關(guān)系，文章運(yùn)用協(xié)整分析方法以考察兩者之間的長(zhǎng)期均衡關(guān)系，通過(guò)建立誤差修正模型，以說(shuō)明云南省城鎮(zhèn)化和經(jīng)濟(jì)增長(zhǎng)之間的短期波動(dòng)特征。文章還通過(guò)格蘭杰因果檢驗(yàn)發(fā)現(xiàn)，1985年以來(lái)云南省的經(jīng)濟(jì)發(fā)展是促進(jìn)城鎮(zhèn)化進(jìn)程的動(dòng)力，但城鎮(zhèn)化進(jìn)程對(duì)云南省經(jīng)濟(jì)發(fā)展的作用不顯著。第三部分，運(yùn)用比較分析方法，將云南省的城鎮(zhèn)化進(jìn)程和我國(guó)西南部其他三�。核拇�、廣西和貴州作橫向比較，并逐一分析云南省的城鎮(zhèn)化程度相對(duì)落后的原因。第四部分為結(jié)論部分，文章針對(duì)云南省城鎮(zhèn)化存在的一些問題給出了相應(yīng)的政策建議。 城鎮(zhèn)化不僅僅是經(jīng)濟(jì)發(fā)展的需要，是經(jīng)濟(jì)轉(zhuǎn)型過(guò)程中的重要工具，更是社會(huì)各方面改革和進(jìn)步的“潤(rùn)滑劑”。正如李克強(qiáng)總理所說(shuō)的，“近10億人的城鎮(zhèn)化，在人類歷史上是沒有的，中國(guó)這條路走好了，不僅造福中國(guó)人民，對(duì)世界也是貢獻(xiàn)。”
[Abstract]:The development agenda of "urbanization" can be traced back to the Fifth meeting of the 15th CPC Central Committee, at which the documents of China's 10th Five-Year Plan were formally adopted. The document pointed out the need to "actively and properly promote urbanization." Since then, the use of the word "urbanization" in various documents and reports has been increasing day by day. It can be seen that the central authorities attach more importance to urbanization every day. In 2012, Comrade Li Keqiang repeatedly explained the potential of "urbanization" to release domestic demand. The mechanism of stimulating economy emphasizes that urbanization contains inestimable power of economic growth in the future. The report also pointed out that urbanization is the key to promote the strategic adjustment of economic structure and accelerate the transformation of economic development mode. Under such a background, urbanization in Yunnan Province is also one of the key tasks of the government. However, since the development of urbanization in Yunnan Province for many years, due to natural and human factors such as complex terrain, numerous nationalities, and other natural and cultural factors, the development results have not been particularly outstanding. Since 2000, the urbanization rate of Yunnan Province has been in the low level of our country. Therefore, it is of great theoretical and practical significance to understand the relationship between urbanization and economic development in Yunnan Province, to find out the problems in the process of urbanization in Yunnan Province, and to seek solutions for the development of urbanization in Yunnan Province. In addition to the introduction, this paper is divided into four parts. The first part introduces the connotation of urbanization and the development course of urbanization in China, and determines the development degree of urbanization in Yunnan Province from the aspects of natural environment, population, economic development and history. In the second part, the quantitative relationship between urbanization and economic development in Yunnan Province is studied. The paper uses cointegration analysis to investigate the long-term equilibrium relationship between the two, and establishes an error correction model. To illustrate the short-term fluctuations between urbanization and economic growth in Yunnan Province. Through Granger causality test, it is found that the economic development of Yunnan Province is the driving force to promote the urbanization process since 1985, but the effect of urbanization process on the economic development of Yunnan Province is not significant. In the third part, the process of urbanization in Yunnan Province is compared with the other three provinces in southwest China: Sichuan, Guangxi and Guizhou, and the reasons why the urbanization degree of Yunnan Province is relatively backward are analyzed one by one. The fourth part is the conclusion part, the article gives the corresponding policy suggestion in view of some problems of urbanization in Yunnan Province. Urbanization is not only the need of economic development, but also an important tool in the process of economic transformation. As Premier Li Keqiang put it, "the urbanization of nearly 1 billion people has not been in the history of mankind. China has taken a good road, not only for the benefit of the Chinese people, but also for the world."
