【摘要】：縣域經(jīng)濟作為我國國民經(jīng)濟的一個子系統(tǒng)，是一個綜合性的經(jīng)濟體，在工業(yè)與農(nóng)業(yè)、城市與鄉(xiāng)村的聯(lián)結(jié)中起著紐帶作用�？h域經(jīng)濟發(fā)展對于帶動區(qū)域經(jīng)濟發(fā)展、增強綜合競爭力，縮小區(qū)域經(jīng)濟差距，統(tǒng)籌城鄉(xiāng)發(fā)展，提高農(nóng)民收入水平，增加國民就業(yè)，推進(jìn)農(nóng)村工業(yè)化，實現(xiàn)全面建設(shè)小康社會，促進(jìn)社會主義和諧社會建設(shè)起十分重要的作用。近年來，縣域經(jīng)濟發(fā)展受到政府部門和學(xué)術(shù)界的廣泛關(guān)注。十六大提出“壯大縣域經(jīng)濟”以后，中央陸續(xù)出臺了一系列關(guān)于發(fā)展縣域經(jīng)濟的政策，各級地方政府越來越重視縣域經(jīng)濟的發(fā)展。許多學(xué)者從縣域經(jīng)濟發(fā)展的模式、類型，縣域產(chǎn)業(yè)優(yōu)化調(diào)整，縣域經(jīng)濟差異，縣域經(jīng)濟發(fā)展存在的問題等多方面、多角度進(jìn)行深入研究，為縣域經(jīng)濟的發(fā)展提供了重要的發(fā)展思路和發(fā)展方向，推動了縣域經(jīng)濟的快速發(fā)展。 甘南州緊抓國家和省上支持藏區(qū)經(jīng)濟社會發(fā)展的歷史機遇，積極實施“科教興州、工業(yè)強州、農(nóng)牧互補、項目拉動”等戰(zhàn)略，縣域經(jīng)濟社會得到較快發(fā)展，但是和省內(nèi)其他市州經(jīng)濟相比，差距還相當(dāng)大，綜合經(jīng)濟實力弱，自身發(fā)展仍存在很多的問題，急需跨越式發(fā)展。因此，本文從甘南州縣域經(jīng)濟發(fā)展實際情況出發(fā)，運用數(shù)學(xué)模型，分析縣域經(jīng)濟發(fā)展差異的時間和空間的特征和測算各縣市之間的經(jīng)濟聯(lián)系強度和聯(lián)系方向，同時對甘南州縣域經(jīng)濟發(fā)展進(jìn)行戰(zhàn)略分析，并提出相應(yīng)的對策建議。 (1)從甘南州縣域經(jīng)濟實際情況出發(fā)，研究甘南州縣域經(jīng)濟現(xiàn)狀發(fā)展情況，得知甘南州縣域經(jīng)濟整體發(fā)展水平呈快速增長趨勢，三次產(chǎn)業(yè)得到迅速發(fā)展，人民生活水平和社會事業(yè)進(jìn)一步提高。但是，甘南州縣域經(jīng)濟仍存在整體發(fā)展落后、經(jīng)濟綜合實力較弱、產(chǎn)業(yè)結(jié)構(gòu)不合理及縣域經(jīng)濟發(fā)展不平衡等諸多問題。 (2)運用熵值法，選取15項經(jīng)濟指標(biāo)，建立縣域經(jīng)濟發(fā)展水平綜合評價指標(biāo)體系，分析2001年、2005年和2010年甘南州縣域經(jīng)濟發(fā)展的時空差異特征，結(jié)果表明：近10年來，甘南州縣域經(jīng)濟發(fā)展水平綜合評價值升降不一，縣域經(jīng)濟差異存在時間上的波動性，縣域經(jīng)濟空間分布不平衡，差異明顯�；�于引力模型，，通過測度甘南州各縣市經(jīng)濟聯(lián)系強度和聯(lián)系方向，結(jié)果表明：甘南州各縣市之間的經(jīng)濟聯(lián)系強度普遍偏小，且存在明顯的空間分布特征。 (3)根據(jù)縣域經(jīng)濟發(fā)展現(xiàn)狀及問題、縣域經(jīng)濟的時空差異及經(jīng)濟聯(lián)系強度，分析甘南州縣域經(jīng)濟發(fā)展存在優(yōu)勢和劣勢、機遇和挑戰(zhàn)，提出大力發(fā)展特色優(yōu)勢產(chǎn)業(yè)、加強縣域基礎(chǔ)設(shè)施建設(shè)、拓展財政收入渠道、加快人才培養(yǎng)等促進(jìn)甘南州縣域經(jīng)濟發(fā)展的對策建議。
[Abstract]:As a subsystem of our national economy, county economy is a comprehensive economy, which plays a tie role in the connection between industry and agriculture, city and country. County economic development can promote regional economic development, enhance comprehensive competitiveness, narrow the regional economic gap, coordinate urban and rural development, raise the income level of farmers, increase national employment, promote rural industrialization, and realize the building of a well-off society in an all-round way. Promoting the construction of a harmonious socialist society plays a very important role. In recent years, the development of county economy has received extensive attention from government departments and academia. Since the 16th National Congress of the Communist Party of China put forward "strengthening county economy", the central government has issued a series of policies on the development of county economy one after another, and local governments at all levels have paid more and more attention to the development of county economy. Many scholars have studied the pattern, types, industrial optimization and adjustment of county economy, the differences of county economy, the problems existing in the development of county economy, and so on. It provides important ideas and directions for the development of county economy, and promotes the rapid development of county economy. Gannan prefecture clung to the historical opportunity of the state and provinces to support the economic and social development of the Tibetan region, and actively implemented the strategy of "rejuvenating the state through science and education, strengthening the state by industry, complementing agriculture and animal husbandry, and drawing on projects." the county economy and society developed relatively rapidly. However, compared with other cities and states in the province, the gap is still quite large, the comprehensive economic strength is weak, there are still many problems in their own development, and it is urgent to develop by leaps and bounds. Therefore, based on the actual situation of county economic development in Gannan Prefecture, this paper uses mathematical model to analyze the characteristics of time and space of the difference in the development of county economy, and to measure the intensity and direction of economic connection between counties and cities. At the same time, it makes a strategic analysis on the county economy development in Gannan state, and puts forward corresponding countermeasures and suggestions. The main contents are as follows: (1) based on the actual situation of county economy in Gannan state, this paper studies the present situation of county economy in Gannan state, and finds out that the overall development level of county economy in Gannan state is increasing rapidly, and the three industries are developing rapidly. The people's living standards and social undertakings were further improved. However, there are still many problems in the county economy of Gannan, such as backward overall development, weak comprehensive economic strength, unreasonable industrial structure and unbalanced development of county economy. (2) by using entropy method, 15 economic indexes are selected, and the comprehensive evaluation index system of county economic development level is established. The characteristics of temporal and spatial differences of county economic development in 2001, 2005 and 2010 are analyzed. The results show that: in recent 10 years, The comprehensive evaluation value of county economic development level in Gannan is different, the difference of county economy is fluctuating in time, the spatial distribution of county economy is not balanced, and the difference is obvious. Based on gravity model, the paper measures the intensity and direction of economic connection between counties and cities in Gannan state. The results show that the intensity of economic connection between counties and cities in Gannan state is generally small, and there are obvious spatial distribution characteristics. (3) according to the present situation and problems of county economy development, the space-time difference of county economy and the intensity of economic connection, this paper analyzes the advantages and disadvantages, opportunities and challenges in the development of county economy in Gannan prefecture, and puts forward the development of characteristic advantage industry. The countermeasures and suggestions to promote the development of county economy in Gannan are to strengthen the construction of county infrastructure, expand the channels of financial revenue, and speed up the training of talents.
