福建省產(chǎn)業(yè)集群與城市化互動發(fā)展關(guān)系研究

【摘要】：作為現(xiàn)今普遍的經(jīng)濟現(xiàn)象,國內(nèi)外學(xué)者已論證了產(chǎn)業(yè)集群對提升產(chǎn)業(yè)競爭力,促進區(qū)域經(jīng)濟發(fā)展推動作用,以及其城市化發(fā)展之間雙向的正相關(guān)性。從實質(zhì)上說,產(chǎn)業(yè)集群與城市化都是經(jīng)濟活動“集聚一擴散”的過程。產(chǎn)業(yè)集群的發(fā)展是城市化進程中重要的托動力,同時,城市綜合水平的提升又有助于產(chǎn)業(yè)競爭力的提升,從而實現(xiàn)區(qū)域經(jīng)濟的高效增長。 在出口導(dǎo)向戰(zhàn)略的推動下,中國經(jīng)濟飛速發(fā)展也帶來了兩大方面問題。一是是制造業(yè)的產(chǎn)業(yè)競爭力低下、產(chǎn)品附加值低、缺乏創(chuàng)新體系和技術(shù)支撐。二是城市化進程中,如何加快農(nóng)村剩余勞動力的轉(zhuǎn)移,在擴大城市規(guī)模的同時,提高城市化的綜合水平。這對于未來中國經(jīng)濟的發(fā)展至關(guān)重要。 改革開放以來,福建省的經(jīng)濟社會發(fā)展已取得顯著成果,福建省的城市化率從1978年的13.9%增加至2011年到58.1%,產(chǎn)業(yè)集群洋已有68個。然而福建省的經(jīng)濟社會發(fā)展水平和區(qū)域綜合競爭力都與其他東部沿海省市有定的差距,尤其是廣東、浙江等省市。城市發(fā)展的規(guī)模受到地理與資源的限制,中心增長極的帶動作用不明顯；傳統(tǒng)主導(dǎo)產(chǎn)業(yè)集群的發(fā)展需要進一步的推動,新興產(chǎn)業(yè)集群的配套設(shè)施不完善,集聚經(jīng)濟要素的能力不強。因此,如何轉(zhuǎn)變福建省的經(jīng)濟增長方式以及提高福建省的區(qū)域競爭力,是當(dāng)前福建省經(jīng)濟發(fā)展面臨的重要問題。 本文通過分析福建省產(chǎn)業(yè)集群與城市化兩者互動關(guān)系和作用機制入手探討如何促進福建省經(jīng)濟社會的發(fā)展,推動海峽西岸經(jīng)濟區(qū)成為我國東南沿海經(jīng)濟發(fā)展的增長極。 為此,本文首先歸納了國內(nèi)外產(chǎn)業(yè)集群、城市化發(fā)展理論基礎(chǔ),論述了產(chǎn)業(yè)集群與城市化相關(guān)性的理論。其次,在分別概述和分析了福建省產(chǎn)業(yè)集群和城市化現(xiàn)狀的基礎(chǔ)上,并指出產(chǎn)業(yè)集群和城市化互動發(fā)展過程中存在的問題。再者,基于產(chǎn)業(yè)集群和城市化之間的互動發(fā)展的關(guān)系,分析了兩者之間相互作用的機制,通過主要指標(biāo)法和綜合指標(biāo)法對兩者的互動關(guān)系進行實證分析,并以福建省晉江市為例探討了福建省產(chǎn)業(yè)集群和城市化發(fā)展的模式。最后,基于以上論述,提出了相關(guān)對策建議,希望通過此能有助于福建省產(chǎn)業(yè)集群的發(fā)展和城市化水平的提升,并實現(xiàn)兩者相互促進的良性互動。
[Abstract]:As a common economic phenomenon, domestic and foreign scholars have demonstrated the role of industrial clusters in promoting industrial competitiveness and promoting regional economic development, as well as the two-way positive correlation between their urbanization development. In essence, industrial cluster and urbanization are the process of agglomeration and diffusion of economic activities. The development of industrial clusters is an important driving force in the process of urbanization. At the same time, the promotion of urban comprehensive level is helpful to the promotion of industrial competitiveness, so as to realize the efficient growth of regional economy. Driven by export-oriented strategy, China's rapid economic development has also brought two major problems. First, the manufacturing industry is low competitiveness, low added-value products, lack of innovation system and technical support. Secondly, in the process of urbanization, how to speed up the transfer of rural surplus labor force and improve the comprehensive level of urbanization while expanding the scale of cities. This is of great importance to the future development of China's economy. Since the reform and opening up, the economic and social development of Fujian Province has made remarkable achievements. The urbanization rate of Fujian Province has increased from 13.9% in 1978 to 58.1% in 2011. There are 68 industrial clusters in Fujian Province. However, the level of economic and social development and the regional comprehensive competitiveness of Fujian Province are different from those of other eastern coastal provinces, especially Guangdong, Zhejiang and other provinces and cities. The scale of urban development is limited by geography and resources, and the driving effect of central growth pole is not obvious. The development of traditional leading industrial clusters needs further promotion, the supporting facilities of new industrial clusters are not perfect, and the ability of gathering economic elements is not strong. Therefore, how to change the mode of economic growth and improve the regional competitiveness of Fujian Province is an important issue facing the economic development of Fujian Province at present. This paper discusses how to promote the economic and social development of Fujian Province by analyzing the interactive relationship and mechanism between industrial cluster and urbanization in Fujian Province, so as to promote the economic development in the west coast of the Straits as the growth pole of the economic development in the southeast coast of China. Therefore, this paper first summarizes the theoretical basis of industrial cluster and urbanization development at home and abroad, and discusses the theory of correlation between industrial cluster and urbanization. Secondly, on the basis of summarizing and analyzing the present situation of industrial cluster and urbanization in Fujian Province, the problems in the process of interactive development of industrial cluster and urbanization are pointed out. Furthermore, based on the interactive development relationship between industrial clusters and urbanization, this paper analyzes the mechanism of interaction between the two, and makes an empirical analysis of the interaction between the two through the main index method and the comprehensive index method. Taking Jinjiang City, Fujian Province as an example, this paper discusses the pattern of industrial cluster and urbanization development in Fujian Province. Finally, based on the above discussion, the author puts forward the relevant countermeasures and suggestions, hoping that this will help the development of industrial clusters and the promotion of urbanization in Fujian Province, and realize the positive interaction between the two.
