【摘要】：人力資源是當(dāng)前經(jīng)濟(jì)生產(chǎn)過(guò)程中最活躍、最積極、最富有創(chuàng)造性的因素，在多種資源幾近枯竭、環(huán)境危機(jī)日益加劇、經(jīng)濟(jì)漸趨增長(zhǎng)極限之際，知識(shí)經(jīng)濟(jì)時(shí)代要求人類未來(lái)發(fā)展方向必須由依靠自然資源開(kāi)發(fā)為主轉(zhuǎn)向人力資源開(kāi)發(fā)為主，人力資源的開(kāi)發(fā)和利用已經(jīng)成為區(qū)域經(jīng)濟(jì)增長(zhǎng)的核心問(wèn)題。通過(guò)分析青島開(kāi)發(fā)區(qū)的人力資源開(kāi)發(fā)的實(shí)際情況，以人力資源理論和經(jīng)濟(jì)增長(zhǎng)理論為指導(dǎo)，對(duì)青島開(kāi)發(fā)區(qū)人力資源、經(jīng)濟(jì)增長(zhǎng)現(xiàn)狀進(jìn)行總結(jié)，以青島開(kāi)發(fā)區(qū)經(jīng)濟(jì)增長(zhǎng)的近十年具體數(shù)據(jù)為依托，建立經(jīng)濟(jì)模型進(jìn)行實(shí)證分析，研究了人力資源開(kāi)發(fā)要素對(duì)地區(qū)經(jīng)濟(jì)增長(zhǎng)的影響。其中從人力資源數(shù)量、素質(zhì)，三大產(chǎn)業(yè)從業(yè)人數(shù)以及外部人力資源流入三個(gè)方面入手，對(duì)人力資源與青島開(kāi)發(fā)區(qū)經(jīng)濟(jì)增長(zhǎng)進(jìn)行了實(shí)證研究，結(jié)果表明：第一，人力資源數(shù)量及素質(zhì)影響方面：選取了青島開(kāi)發(fā)區(qū)國(guó)內(nèi)生產(chǎn)總值與專業(yè)技術(shù)人員數(shù)、各類在校學(xué)生數(shù)、全區(qū)職工人數(shù)、教育科技費(fèi)用投資等多個(gè)指標(biāo)，，并以此建立多元回歸方程，以找到人力資源開(kāi)發(fā)要素對(duì)經(jīng)濟(jì)增長(zhǎng)影響的主要作用。通過(guò)實(shí)證分析，得出教育科技費(fèi)用投資是人力資源開(kāi)發(fā)中促進(jìn)青島開(kāi)發(fā)區(qū)地區(qū)經(jīng)濟(jì)增長(zhǎng)的重要因素，專業(yè)技術(shù)人員數(shù)量次之。第二，三大產(chǎn)業(yè)從業(yè)人數(shù)影響方面：對(duì)于人力資源與區(qū)域經(jīng)濟(jì)增長(zhǎng)，第三產(chǎn)業(yè)從業(yè)人員數(shù)對(duì)國(guó)內(nèi)生產(chǎn)總值的影響最顯著，第二產(chǎn)業(yè)從業(yè)人員數(shù)次之，青島開(kāi)發(fā)區(qū)當(dāng)前應(yīng)加快第一產(chǎn)業(yè)人員向第二、第三產(chǎn)業(yè)轉(zhuǎn)移。第三，外部人力資源流入方面：青島開(kāi)發(fā)區(qū)國(guó)內(nèi)生產(chǎn)總值與社會(huì)新流入中專畢業(yè)生數(shù)關(guān)系是顯著的，若是區(qū)域外相同素質(zhì)的人力資源能流入?yún)^(qū)域內(nèi)顯然對(duì)青島開(kāi)發(fā)區(qū)經(jīng)濟(jì)增長(zhǎng)是有利的。通過(guò)實(shí)證分析得到的結(jié)果，探究青島開(kāi)發(fā)區(qū)通過(guò)人力資源開(kāi)發(fā)對(duì)于促進(jìn)經(jīng)濟(jì)增長(zhǎng)所帶來(lái)的顯著效應(yīng)。文章再充分結(jié)合區(qū)域經(jīng)濟(jì)學(xué)，人力資源開(kāi)發(fā)理論以及技術(shù)性方法的運(yùn)用，對(duì)問(wèn)題進(jìn)行綜合分析，在此基礎(chǔ)上探究促進(jìn)地區(qū)經(jīng)濟(jì)增長(zhǎng)的途徑，并在文章中從多方面、多角度提出具體的有針對(duì)性的政策建議以期對(duì)青島開(kāi)發(fā)區(qū)的人力資源合理開(kāi)發(fā)提供幫助，這對(duì)地區(qū)經(jīng)濟(jì)增長(zhǎng)也具有一定的現(xiàn)實(shí)意義。綜上所述，文章在行文過(guò)程中既實(shí)現(xiàn)了從總體上把握，又在細(xì)節(jié)上深入分析。
[Abstract]:Human resources are the most active, active and creative factors in the current economic production process. In the era of knowledge economy, the direction of human development in the future must be changed from relying on the development of natural resources to the development of human resources. The development and utilization of human resources has become the core problem of regional economic growth. By analyzing the actual situation of human resources development in Qingdao Development Zone, and guided by the theory of human resources and economic growth, the paper gives an analysis of the human resources of Qingdao Development Zone. The current situation of economic growth is summarized. Based on the specific data of Qingdao Development Zone in the past ten years, an economic model is established for empirical analysis. This paper studies the influence of human resource development factors on regional economic growth, including the quantity of human resources, the quality of human resources, the number of employees in three industries and the inflow of external human resources. An empirical study on human resources and economic growth in Qingdao Development Zone is conducted. The results show that: first, the number of human resources and the impact of quality: the gross domestic product of Qingdao Development Zone, the number of professional and technical personnel, the number of students in various schools, In order to find out the main effect of the factors of human resource development on economic growth, this paper establishes the multiple regression equation, such as the number of staff in the whole region, the investment of education and science and technology, and so on. It is concluded that investment in educational science and technology expenditure is an important factor in promoting economic growth in Qingdao Development Zone in the development of human resources, followed by the number of professional and technical personnel. Second, In terms of the number of employees in three major industries, the number of employees in the tertiary industry has the most significant impact on the GDP for human resources and regional economic growth, and the number of employees in the secondary industry has a number of impacts on GDP. At present, Qingdao Development Zone should speed up the transfer of primary industry personnel to the second and third industries. Third, the external human resources inflow: the relationship between the gross domestic product of Qingdao Development Zone and the number of new social inflow secondary school graduates is significant. If human resources of the same quality outside the region can flow into the region, it is obviously beneficial to the economic growth of Qingdao Development Zone. This paper probes into the remarkable effect of human resource development in Qingdao Development Zone on promoting economic growth. The paper also fully combines the application of regional economics, human resource development theory and technical methods to analyze the problems comprehensively. On this basis, this paper explores the ways to promote regional economic growth, and puts forward specific and targeted policy recommendations from many aspects and angles in order to provide help for the rational development of human resources in Qingdao Development Zone. To sum up, in the process of writing, the article not only realized the overall grasp, but also in-depth analysis in detail.
