【摘要】：我國正處在政府高度重視城鄉(xiāng)一體化發(fā)展、國土空間格局不斷變動的時期，2011年6月公布的《全國主體功能區(qū)規(guī)劃》，在不斷協(xié)調(diào)與整合國土空間開發(fā)格局的經(jīng)濟、人口、資源等方面，具有重要的戰(zhàn)略意義。其中嚴(yán)寒地區(qū)村鎮(zhèn)主要承擔(dān)糧食主產(chǎn)區(qū)和重點生態(tài)功能區(qū)兩項主體功能，這勢必對村鎮(zhèn)產(chǎn)業(yè)發(fā)展和布局的綠色化轉(zhuǎn)型創(chuàng)建了一個更高的視點，同時也提出了新的指導(dǎo)思想和新的要求。 本文的研究重點是主體功能背景下，嚴(yán)寒地區(qū)村鎮(zhèn)產(chǎn)業(yè)如何實現(xiàn)自然資源友好、生態(tài)環(huán)境和諧的綠色發(fā)展模式和布局方式。圍繞這個主旨，以主體功能的認(rèn)知與產(chǎn)業(yè)發(fā)展探索為出發(fā)點，以社會調(diào)查為基本方法，從嚴(yán)寒地區(qū)村鎮(zhèn)產(chǎn)業(yè)發(fā)展總況、典型村鎮(zhèn)綏陽鎮(zhèn)的產(chǎn)業(yè)發(fā)展現(xiàn)狀、綠色發(fā)展基礎(chǔ)等方面的調(diào)查入手，，分析其產(chǎn)業(yè)引導(dǎo)和生態(tài)引導(dǎo)，借以總結(jié)產(chǎn)業(yè)發(fā)展對環(huán)境的影響和主要的制約因素，從而提出嚴(yán)寒地區(qū)村鎮(zhèn)綠色產(chǎn)業(yè)發(fā)展及布局的總體框架，包括政策和目標(biāo)、發(fā)展戰(zhàn)略，綠色產(chǎn)業(yè)發(fā)展策略，綠色空間布局優(yōu)化策略和保障體系。 沿著主體功能與綠色產(chǎn)業(yè)發(fā)展這兩條既獨立又相互交集的線索，探討生態(tài)資源的保護性開發(fā)、傳統(tǒng)產(chǎn)業(yè)的綠色化發(fā)展、以及生態(tài)農(nóng)業(yè)、綠色服務(wù)業(yè)發(fā)展的總體戰(zhàn)略和發(fā)展策略；生態(tài)主導(dǎo)環(huán)境指標(biāo)優(yōu)先控制的布局策略、產(chǎn)業(yè)全生命周期綜合影響最低化布局策略、產(chǎn)業(yè)生產(chǎn)鏈綠色系統(tǒng)化空間布局策略、村鎮(zhèn)區(qū)域范疇生產(chǎn)生活生態(tài)綜合平衡的空間布局優(yōu)化策略；完善基礎(chǔ)設(shè)施、加強人才與科技支撐、健全機制與法律法規(guī)、倡導(dǎo)文化建設(shè)的保障性措施。
[Abstract]:China is in a period when the government attaches great importance to the development of urban and rural integration and the pattern of land and space is constantly changing. In June 2011, the "National main function area Planning", which is constantly coordinating and integrating the economy and population of the pattern of land and space development, Resources and other aspects have important strategic significance. In severe cold areas, villages and towns are mainly responsible for the two main functions of grain production areas and key ecological functional areas. This is bound to create a higher point of view for the green transformation of the development and layout of the village and town industry, and at the same time put forward a new guiding ideology and new requirements. Under the background of subject function, this paper focuses on how to realize the green development mode and layout mode of natural resource friendly and ecological environment harmony in the village and town industry in cold area. Based on the cognition of the subject function and the exploration of the industrial development, and taking the social investigation as the basic method, this paper begins with the investigation of the general situation of the industrial development of villages and towns in the cold region, the present situation of the industrial development of the typical villages and towns of Suiyang town, the basis of the green development, and so on. By analyzing the industrial guidance and ecological guidance, this paper summarizes the impact of industrial development on the environment and the main restrictive factors, and then puts forward the overall framework of the development and layout of green industry in villages and towns in severe cold areas, including policies and objectives, development strategies, etc. Green industry development strategy, green space layout optimization strategy and safeguard system. Along with the clue that the main body function and the development of green industry are both independent and intersecting with each other, this paper discusses the protective exploitation of ecological resources, the green development of traditional industry, and ecological agriculture. The overall strategy and development strategy of green service industry, the layout strategy of priority control of ecological dominant environmental indicators, the overall impact of the whole life cycle of industry on the lowest layout strategy, the strategy of green systematic spatial layout of industrial production chain, The spatial layout optimization strategy of comprehensive balance of production and life ecology in village and town area, perfect infrastructure, strengthen talent and science and technology support, perfect mechanism, laws and regulations, advocate the safeguard measure of cultural construction.
