【摘要】：資源是人類賴以生存和社會可持續(xù)發(fā)展的重要物質(zhì)保障，是社會生產(chǎn)力進步的主要動力。陜西省榆林市作為我國重要的能源供應基地，隨著經(jīng)濟的快速增長，逐漸形成了以煤炭、石油、天然氣開發(fā)及加工業(yè)為主導的產(chǎn)業(yè)體系，有力的推動了陜西經(jīng)濟的快速發(fā)展。榆林資源密集型區(qū)域經(jīng)濟快速發(fā)展的同時，也產(chǎn)生了環(huán)境資源、經(jīng)濟發(fā)展與社會進步不協(xié)調(diào)的問題，這就需要從根本上改變傳統(tǒng)的經(jīng)濟發(fā)展模式，以科學發(fā)展觀為指導，堅持走可持續(xù)發(fā)展道路，，不斷提高可持續(xù)發(fā)展能力，深入探索促進榆林資源密集型區(qū)域可持續(xù)發(fā)展的長效機制，對于實現(xiàn)榆林資源密集型區(qū)域全面、均衡、可持續(xù)發(fā)展具有重要的現(xiàn)實意義。 本文基于科學發(fā)展觀的新視域，通過對榆林地區(qū)的實地問卷調(diào)查，分析榆林資源密集型區(qū)域可持續(xù)發(fā)展的困難與制約因素，將馬克思可持續(xù)發(fā)展理論、生態(tài)經(jīng)濟學理論、科學發(fā)展觀同榆林實際發(fā)展現(xiàn)狀相結合，通過運用定性與定量分析法，提出榆林資源密集型區(qū)域走可持續(xù)發(fā)展道路的必要性和路徑選擇。通過改變榆林資源密集型區(qū)域產(chǎn)業(yè)結構單一、產(chǎn)業(yè)體系高碳化、資源開發(fā)不合理、生態(tài)環(huán)境惡化、收入分配不公、科技投入不足、經(jīng)濟發(fā)展動力弱化等一系列突出問題，從突破路徑依賴的視角，提出應實現(xiàn)觀念、行為、制度、產(chǎn)業(yè)等方面的系統(tǒng)化變革，從而謀求環(huán)境保護、經(jīng)濟發(fā)展、民生改善之間的協(xié)調(diào)共贏。 本文采用問題導向與理論分析相結合的路線，提出榆林資源密集型區(qū)域運行機制存在的問題，同時，運用規(guī)范與實證分析法，進行機制設計和政策研究。深入探索榆林資源密集型區(qū)域可持續(xù)發(fā)展的長效機制，運用生態(tài)系統(tǒng)理論和機制設計理論進行有效的機制構建與政策創(chuàng)新，因地制宜的提出價格形成機制、利益分配機制、激勵約束機制、生態(tài)補償機制和環(huán)境資源倒逼機制，通過機制創(chuàng)新來推動榆林資源密集型區(qū)域經(jīng)濟社會的可持續(xù)發(fā)展。同時，分別從財政支持、產(chǎn)業(yè)引導、區(qū)域發(fā)展、科技支撐和社會保障方面進行政策創(chuàng)新，提出構建榆林資源密集型區(qū)域可持續(xù)發(fā)展長效機制的政策支持。通過對榆林資源密集型區(qū)域可持續(xù)發(fā)展長效機制的研究，實現(xiàn)克服“資源詛咒”，促進榆林資源密集型區(qū)域全面、均衡、可持續(xù)發(fā)展。
[Abstract]:Resources are the important material guarantee for human survival and the sustainable development of society, and the main motive force for the progress of social productive forces. As an important energy supply base of our country, Yulin City of Shaanxi Province, with the rapid growth of economy, The industrial system, which is dominated by coal, oil, natural gas development and processing industry, has gradually formed an industrial system, which has pushed forward the rapid development of Shaanxi economy. While the resource-intensive regional economy of Yulin is developing rapidly, it has also produced environmental resources. It is necessary to fundamentally change the traditional mode of economic development, take the scientific development view as the guide, adhere to the road of sustainable development, and continuously improve the ability of sustainable development. In order to realize the comprehensive, balanced and sustainable development of resource-intensive regions in Yulin, it is of great practical significance to explore the long-term mechanism to promote the sustainable development of resource-intensive regions in Yulin. Based on the new vision of scientific development, this paper analyzes the difficulties and constraints of sustainable development in resource-intensive regions of Yulin through a questionnaire survey in Yulin area, and puts forward Marx's theory of sustainable development and the theory of ecological economics. The scientific concept of development combined with the actual development of Yulin, through the use of qualitative and quantitative methods, This paper puts forward the necessity and path choice of sustainable development in resource-intensive regions of Yulin. By changing the industrial structure of resource-intensive regions in Yulin, the industrial system is highly carbonized, the exploitation of resources is unreasonable, and the ecological environment is deteriorating. A series of outstanding problems, such as unfair distribution of income, insufficient investment in science and technology, weakening of economic development power, and so on, from the perspective of breaking through path dependence, put forward that we should realize systematic changes in concept, behavior, system, industry and so on, so as to seek environmental protection. Coordination between economic development and livelihood improvement is win-win. Based on the combination of problem orientation and theoretical analysis, this paper points out the problems existing in the operation mechanism of resource-intensive areas in Yulin, and applies normative and empirical analysis methods. Carry on mechanism design and policy research, deeply explore the long-term mechanism of sustainable development in resource-intensive region of Yulin, use ecosystem theory and mechanism design theory to construct effective mechanism and innovate policy. The mechanism of price formation, benefit distribution, incentive and restraint mechanism, ecological compensation mechanism and environment resources mechanism are put forward according to local conditions, which can promote the sustainable development of resource-intensive regional economy and society in Yulin through mechanism innovation. In terms of financial support, industrial guidance, regional development, scientific and technological support and social security, respectively, This paper puts forward the policy support to construct the long-term mechanism of sustainable development in resource-intensive regions of Yulin. Through the study of the long-term mechanism of sustainable development in resource-intensive regions of Yulin, we can overcome the "resource curse" and promote the comprehensive development of resource-intensive areas in Yulin. Balanced and sustainable development.
