【摘要】：推進(jìn)科技創(chuàng)新、建設(shè)"科創(chuàng)中心"是我國(guó)應(yīng)對(duì)新一輪國(guó)際競(jìng)爭(zhēng)的需要,是在全球新科技革命浪潮中的強(qiáng)國(guó)之道。在外有國(guó)際競(jìng)爭(zhēng)壓力,內(nèi)有轉(zhuǎn)型發(fā)展要求的新常態(tài)背景下,解決我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展中的深層次矛盾,盡快突破科技創(chuàng)新瓶頸,始終是國(guó)家發(fā)展戰(zhàn)略中極為關(guān)注的問題。上海作為先行者和實(shí)踐區(qū),在實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,建設(shè)科創(chuàng)中心進(jìn)程中,應(yīng)立足實(shí)際,抓住機(jī)遇,對(duì)標(biāo)美國(guó),走出符合新時(shí)代科技革命大趨勢(shì)要求、契合我國(guó)科技特長(zhǎng)的自主創(chuàng)新道路,推動(dòng)科技與經(jīng)濟(jì)緊密結(jié)合,推進(jìn)經(jīng)濟(jì)社會(huì)協(xié)同創(chuàng)新,為全國(guó)起到示范作用,從而加快國(guó)家創(chuàng)新體系建設(shè),提升全社會(huì)自主科技創(chuàng)新能力,促進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變,使我國(guó)真正步入由創(chuàng)新驅(qū)動(dòng)發(fā)展的、有質(zhì)量的經(jīng)濟(jì)發(fā)展軌道,夯實(shí)大國(guó)強(qiáng)國(guó)之基。
[Abstract]:To promote scientific and technological innovation and to build a "scientific and technological center" is the need for our country to cope with a new round of international competition and the way for a powerful country in the tide of the global new scientific and technological revolution. Under the background of the new normal situation, we can solve the deep-level contradiction in the economic and social development of our country, and break through the bottleneck of scientific and technological innovation as soon as possible. As a pioneer and practice area, Shanghai, as a pioneer and practice area, should base itself on reality and seize the opportunity in the process of implementing the strategy of innovation-driven development and building the center of scientific innovation. To step out of the trend of science and technology revolution in the new era, to meet the needs of our own innovation, to promote the close integration of science and technology with the economy, to promote economic and social coordinated innovation, and to play an exemplary role for the whole country. In order to speed up the construction of national innovation system, enhance the ability of independent scientific and technological innovation of the whole society, promote the transformation of economic development mode, so that our country really into the innovation-driven development, the quality of economic development track. Consolidate the foundation of great powers and powerful nations.
