【摘要】：資源型省份作為重要的能源和原材料供應(yīng)基地，極大地促進(jìn)了我國經(jīng)濟(jì)增長與社會進(jìn)步。然而從20世紀(jì)50年代開始，隨著自然資源的漸漸枯竭和新技術(shù)革命帶來的產(chǎn)業(yè)結(jié)構(gòu)的升級，資源型省份依賴資源發(fā)展的方式受到了嚴(yán)重的打擊，導(dǎo)致了經(jīng)濟(jì)增長緩慢、競爭力下降以及失業(yè)等問題，同時也付出了沉重的資源環(huán)境代價、生命代價與后續(xù)發(fā)展能力的代價。因此，資源型省份要如何擺脫資源依賴的發(fā)展方式成為社會各界重點關(guān)注的話題。 本文在歷史文獻(xiàn)和現(xiàn)實狀況的研究基礎(chǔ)上，主要進(jìn)行山西省資源型經(jīng)濟(jì)發(fā)展的評價研究。山西省作為全國重要的能源與原材料供應(yīng)基地，長期高強度的資源開發(fā)導(dǎo)致支柱產(chǎn)業(yè)單一粗放，生態(tài)環(huán)境惡化，資源利用水平較低，安全生產(chǎn)事故多發(fā)，資源型經(jīng)濟(jì)發(fā)展的深層次矛盾和問題日益突出，嚴(yán)重的制約著山西省經(jīng)濟(jì)社會的可持續(xù)發(fā)展。 2010年12月1日，經(jīng)國務(wù)院同意，國家發(fā)改委正式批復(fù)設(shè)立“山西省國家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗區(qū)”。 本文重點探討山西資源型經(jīng)濟(jì)發(fā)展方式和評價研究，以期望為提高山西省經(jīng)濟(jì)可持續(xù)發(fā)展能力提供有效的理論指導(dǎo)。本文首先分析了山西省資源型經(jīng)濟(jì)發(fā)展的現(xiàn)狀和發(fā)展需要解決的重點問題，，然后運用熵值法對山西省資源型經(jīng)濟(jì)發(fā)展進(jìn)行評價。分析結(jié)果顯示，山西省資源型經(jīng)濟(jì)發(fā)展能力在不斷提高，但是山西省還處在初級階段，之后要加大關(guān)注與投入，最終實現(xiàn)山西省經(jīng)濟(jì)社會的可持續(xù)和諧發(fā)展。
[Abstract]:As an important supply base of energy and raw materials, resource-based provinces have greatly promoted China's economic growth and social progress. However, since 1950s. With the gradual depletion of natural resources and the upgrading of industrial structure brought by the new technological revolution, resource-based provinces have suffered a serious blow to the way of resource development, resulting in slow economic growth. At the same time, it also pays the heavy cost of resources and environment, the cost of life and the cost of future development ability. How to get rid of the development mode of resource-dependent provinces has become the focus of attention from all walks of life. Based on the research of historical literature and reality, this paper mainly studies the evaluation of Shanxi's resource-based economic development. Shanxi Province is an important energy and raw material supply base in China. The long-term high intensity of resource development leads to the single extensive pillar industry, the deterioration of ecological environment, the low level of resource utilization, the frequent accidents in production safety, and the increasingly prominent deep-seated contradictions and problems in the development of resource-based economy. It seriously restricts the sustainable development of economy and society in Shanxi Province. In December 1st 2010, with the approval of the State Council, the National Development and Reform Commission formally approved the establishment of "Shanxi Province National Resource-based Economic Transformation Comprehensive Reform pilot Zone." This paper focuses on the development of Shanxi resource-based economy and evaluation research. In order to improve the ability of sustainable economic development of Shanxi Province to provide effective theoretical guidance. Firstly, this paper analyzes the current situation of Shanxi resource-based economy development and the key problems that need to be solved. Then the entropy method is used to evaluate the development of resource-based economy in Shanxi Province. The results show that the development ability of resource-based economy of Shanxi Province is constantly improving, but Shanxi Province is still in the primary stage. After that, we should pay more attention and input, and finally realize the sustainable and harmonious development of Shanxi's economy and society.
